PMP InterConnect Josh Bolin Government Affairs Director National Association of Boards of Pharmacy May 4, 2012
Background on NABP • Formed in 1904 • 501(c)(3) Charitable and Educational Organization • 50 State Boards of Pharmacy, District of Columbia, Guam Puerto Rico, US Virgin Islands • Mission: Assisting member Boards and regulators in Protection of the Public Health
PMP 101 • 48 states and 1 territory have enacted PMP legislation • 41 states are operational • Majority housed in Board of Pharmacy or Department of Health;
Patchwork of PMPs • Different standards from state to state • Systems do not talk to each other • Users on border states have to become users with each program in surrounding states • Difficulty entering into multiple agreements with each sharing partner • Utilization?
PMP InterConnect • At the request of our member Boards, NABP was asked to build a system to facilitate interstate data sharing, that: • Easy to use and maintain • Could be implemented quickly • Technical • Legal • Low cost
Function of PMP InterConnect • NOT a database—does not house or store any PHI or PII • PMP InterConnect has zero visibility into the “payload”. • PMP InterConnect is a National Network that acts like the postal service, in that is sends messages to and from users • Each PMP had complete control over how they share with other states via functionality of the InterConnect and a single MOU
Steering Committee • Governed exclusively by a Steering Committee of the 14 states that have executed MOUs • Steering Committee provide administrative guidance and governance for PMP InterConnect operations
Funding • Using programmatic resources, NABP has covered all costs associated with the development, implementation and ongoing maintenance of PMP InterConnect • NABP is covering at least 5 years of annual participation fees for PMP InterConnect for each state • NABP Foundation has also made available additional technical funds available via a separate grant process
How did we do? • Easy to use and maintain • Single MOU • Administrative Console • Implemented Quickly • 7 Months Development Launch • Low Cost • Free!
Timeline • January 2011 – Initial Development • March 2011 – Steering Committee Formed • July 2011 – PMP InterConnect Launches • August 2011 – First ever inter-state data exchanges between Indiana and Ohio • Today…since launch, PMPi has processed over 230,000 requests in an average of 7.5 seconds.
What can YOU do? • Legal Support/Interpretations • MOU Review • Support legislation/regulations • Collaborate
What’s next? • Enhancing Access to PDMPs Project • Increase utilization and access to PMPs in the healthcare realm • Streamlined access within the workflow • Analytical tools
