The information in the Neighbor Report coupled with definitive information collected directly from the AP may optimize the algorithm the STA uses to select the next AP in the BSS transition. Adding a do not probe element does not help because the Neighbor Report information is to be considered 'stale' by nature. A channel that you may not have been able to probe earlier may be available now, and that information would not be current, thus limiting the STA's ability to locate neighbors on that channel John Klein - Symbol
