ENSURE THE RESULTS OF DT&E HAVE BEEN PROVIDED TO COMOPTEVFOR 30 DAY PRIOR TO OTRR, IF POSSIBLE 30 DAYS 20 DAYS SCHEDULE A T&E CONSULTATION IF NEEDED SEND THE PRE-OTRR BRIEF TO THE TIWG MEMBERS FOR FINAL REVIEW 20 DAYS START OF LRIP/IOT&E EFFORTS CONDUCT THE PRE-OTRR BRIEF WITH THE MDA. Obtain final ILS certification. 7 DAYS SEND THE FINAL OTRR BRIEF TO THE TIWG with any changes. Update any changes to the scheduled OTRR Brief date with the PEO Front Office. 5 DAYS ~1 DAY (REVIEW PHASE) 30 DAYS (POST-REVIEW PHASE) COMOPTEVFOR DISTRIBUTES OT&E TEST PLAN 30 DAYS TO: CNO (N091) INFO: OPTEVFOR CNO (N91) Program Sponsor DT&E Participants OT&E Participants RESULTS FROM DT&E PEO RELEASES MESSAGE to notify system is ready for OT&E including waiver if required (see SPAWARINST 3960.3F, page 7& 28 and enclosure (1) for message content). IF NO WAIVER REQUIRED, SYSCOM/PEO CERTIFIES SYSTEM READY for OT. IF WAIVER IS REQUIRED, SYSCOM/PEO DETERMINES IF OT CAN PROCEED WITH WAIVER(S) AND CERTIFIES IF IT IS DETERMINED THAT THE SYSTEM IS READY for OT (By msg to CNO (info OPTEVFOR). 30 DAYS Resolve Issues (as required) PHASES DT&E LONG RANGE PLANNING PHASE At OTRR, the TIWGtypically emphasizes validationof the following: PLANNING PHASE REVIEW PHASE CERTIFIED READY FOR OT EXIT CRITERIA FOR OTRR SATISFIED POST-REVIEW PHASE PRE-REVIEW PHASE • REQUIREMENTS DOCUMENT (CPD) • APPROVED TEMP • DT TEST PLANS & REPORTS • REPORTS OF PREVIOUS OTs • OPERATIONAL TEST PLAN • SYSTEM SAFETY REPORTS • ILS DOCUMENTATION • PROPOSED CERTIFICATION MESSAGE. Approved/ Distribute Test Plan Review DT Test Data from OPTEVFOR Identify Test Integra-tion Working Group (TIWG) Coordinate training for Operators, Maintainers and OTD Initiate OTRR Planning Process Chairman of TPWG Certifies each System is Ready for OT Verify successful TECH-EVAL completed 00 Releases Message to CNO info OPTEVFOR indicating System is Ready to Test PPBS Planning Review for all Test Resources Determine if any waivers required and notify CNO Complete OTRR Planning Checklist Verify Platform Readiness, and if Available Executive Brief to Program Director Conduct Acquisition Coord Team (ACT) Meetings Schedule, Prepare, Distribute required briefs and set up OTRR dates OPTEVFOR receives Msg from CNO authorizing start of testing. Verify Logistics Support in Place: Training, Manuals, Parts Complete updates to Relevant Program Documen-tation Review Agenda for OTRR Collect OT Data completed during DT if Applicable Verify OT can be otherwise supported: Range Targets Consumables OPTEVFOR receives Msg from CNO authorizing start of testing. Validate TEMP System Safety And Environ-mental Issues Draft OT&E Certifica-tion Message Verify Program Documentation is available to OTD Verify TEIN NOTE: OTRR is conducted after Milestone C and following completion of DT&E. OTRR must be satisfied before the start of OT&E. OT&E must be satisfied before the approval to proceed to Full Rate Production which occurs at the FRP Decision Review. Refer to SECNAVINST 5000.2C, para 5.6 for OTRR requirements.
