  1. Sources of Census Datafor State and Area Agencies on Aging Saadia GreenbergElena Fazio saadia.greenberg@aoa.hhs.gov elena.fazio@aoa.hhs.gov Office of Performance and EvaluationAdministration on Aging US Department of Health and Human Services

  2. Overview • Will provide: • Summary of the major data sources • Advantage and limitations of each • Statistics used in: • AoA OAA formula allotments • State intra-state funding formulas • Federal-State-AAA planning and advocacy - sometimes to good effect [sorry to restate the obvious]

  3. Considerations • Statistics always changing – a moving target • Statistical resources never perfect, always with a past date • Census disclosure protection procedures limit access to data when the numbers are small (more on this later) • New possibilities in recent years due to: • New statistical sources – ACS replaces the Long Form • New technologies of distribution • Census American FactFinder (AFF) • AoA’s AGing Integrated Database (AGID)

  4. 2010 Decennial Census – 10 Questions OnlyNo “Long Form”

  5. 2010 Decennial Census • Age, Sex, Race, Ethnicity, Household Composition • Access: Census Bureau American FactFinder (AFF), some data on AGID, possible special tabulation • Available now on AFF (requires some user effort to learn) but may not include all tabulations of interest; geography down to Census Tract level • Rural/urban figures will not be available until early 2013

  6. AFF New Version – 2010 Decennial Census Old version of AFF still used for access to American Community Survey data

  7. AFF – Decennial Census Data

  8. American Community Survey (ACS)Annual (2009, 2010, …) • Income/Poverty, Disability (limited), Education, Household composition, age, sex, race, ethnicity, and more – based on the 2000 Census Long Form with a few revisions (especially for Disability questions starting in 2008) • Continuous nationwide sample • Accessible via AFF - information on the 60+ is limited • Some state level data on AoA’s AGID system • special tabulation of 2009 disability data to be conducted Soon (should cover almost all PSAs + larger counties) • Very relevant data fields but access limited to larger geo units (disclosure protection), 60+ data limited without a special tabulation

  9. American Community Survey (ACS) 5 year – 2005-2009Special Tabulation on Aging(to be incremented forward annually) • Data is almost the same as for annual ACSException: Due to revision of the Disability questions in 2008, we have to wait for the 2008-2012 5 year dataset for the Disability data for lower level geo units. • Continuous nationwide sample - data for five years of samples combined for a more powerful sample • Available on AFF but information on the 60+ is limited; • Switch from Decennial Long Form data requires a mindset change. Benefit will be annually updated data. • Special Tabulation on Aging of the 2005-2009 ACS 5 year data will be released to SUAs/AAAs shortly and will be on AoA’s AGID system • Data by State, PSA, County, Place, Census Tract

  10. Special Tabulation of the 2005-2009 ACS Five Year Dataset • Age • Race and Hispanic or Latino • Household Type and Marital Status • Grandparents Living with Own Grandchildren Under 18 years • Ability to Speak English • Citizenship Status and Place of Birth • Residence Five Years Earlier (Migration) • Educational Attainment • Employment Characteristics • Veteran Status • Disabilities [will be addressed separately] • Family Income in Previous Year • Income in Previous Year for Individuals • Poverty Status in Previous Year • Ratio of Income in Previous Year to Poverty Level • Social Security Income in Previous Year

  11. Annual Population Estimates (2009, …) • Age, Sex, Race, Ethnicity only – age data available for the nation, states (+DC & PR), and counties • Based on last Decennial Census plus administrative records (births, deaths, MVA, and Medicare) • On Census Bureau web site, AGID system, AoA web site • Useful for many annual statistics but not available for PSAs which divide counties

  12. Census 2000 Special Tabulation on Aging Available on the AoA web site

  13. 2000 Census Special Tabulation on Aging • Income/poverty, disability (not comparable with 2008 ACS and on), education, household composition, age, sex, race, ethnicity, etc. • Large sample taken as part of 2000 Decennial Census • Available on AoA web site (plus CD distributed to SUAs/AAAs in 2004) • Still useful for rural as well as poverty (until 2005-2009 data is released)

  14. AGID - AGing Integrated Database – AGIDnet.org • Currently (in addition to AoA program data – SPR etc.): • - Census Population Estimates 2000-2009 --State Level --County Level • State level ACS 1 year stats on poverty & disability • 2010 Decennial state level • Very Soon: • Special Tabulation of 5 year 2005-2009 ACS • Planned:- Tabulation of 2010 Decennial Census
