  10. Intelligent Access Program (IAP) A program that will remotely monitor heavy vehicles to ensure they are complying with their permitted operating conditions – ensuring they operate how, where and when they should Austroads

IAP - Defining Principles • Consistent approach • ‘Intelligent Access’ would be granted based on monitoring of vehicular parameters for compliance • IAP services (along with commercial telematics services) to be provided by the private sector • Certification and Auditing regime for IAP Service Providers, administered by government based group • Jurisdictions only interested in non-compliance information Austroads

  13. IAP - What we know (1) Technology • Feasible parameters for monitoring by IAP: • Vehicle identification • Vehicle location / route compliance • Vehicle time • Vehicle speed • Vehicle distance travelled • Store - and - forward communications capability Austroads

IAP - What we know (2) Regulatory • National and State (Jurisdictional) instruments do not substantially hinder IAP • Model road transport reform (Compliance and Enforcement) Bill underpins the deployment of IAP • IAP operating model is viable from a public policy perspective • Privacy issues can be managed • IAP operating model extension is feasible Austroads

  15. IAP - What we know (3) Business • A number of applications were identified • Telematics industry is available and capable of accommodating a staged IAP • Transport industry indicates a positive response • Benefits to Government Austroads

IAP - What we know (4) Trials/Demonstrations • Trials have been established • Proved the effectiveness and reliability of telematics for regulatory purposes • approach has also been legally proven by: • Queensland Fisheries in their Vessel Monitoring System • WA Depart. of Environmental Protection in their Liquid Waste Vehicles Austroads

Conclusion • IAP is feasible • Staged implementation of IAP endorsed by Australian Transport Ministers on 23 May 2003 • IAP will provide information (rather than data), driven by commercial needs and the value of the information to users (explicit and implicit purposes) • IAP is being implemented through Austroads (July 03 to December 04) Austroads
