Goals: All states, District of Columbia, Puerto Rico and the top-75 metropolitan areas will: 1. Reduce the growth in delay resulting from congestion; Measure 1: Annual rate (%) of increase in congested travel time

Improve the reliability of travel during peak travel periods; and Measure 2: Travel time index and buffer index 3. Improve the mobility of travelers on freeway facilities. Measure 3: Congested travel (%)

Sustain statewide and regional initiatives focused on deploying, evolving, managing and reporting on the performance of travel on freeway facilities and benefits of managing traffic and TMS; 2. Actively monitoring, evaluating, and systematically reporting on roadway and traffic conditions;

Aggressively predicting, detecting, and verifying congestion; Managed lanes are being implemented in response to changing roadway and traffic conditions; and En-route travel time and roadway condition information is being distributed to motorists
