  13. Ruedi Water and Power Authority • Since 1981 RWAPA has provided a voice that speaks on behalf of the entire valley on a broad range of water issues. RWAPA is recognized regionally, statewide and nationally as representing the best interests of the Roaring Fork, Crystal and Fryingpan valleys.

  14. RWAPA Monitoring of, and participation in Ruedi management decisions Local Planning Projects • Roaring Fork and Fryingpan Multi-Objective Study (1999) • 208 Water Quality Plan • research for Pitkin County in the areas of minimum streamflow and water diversion EPA Grant Ruedi Futures Studies Public Education

  15. RWAPA • Provide oversight and guidance of watershed plan • Consortium of local governments • United watershed voice for state discussions (SWSI, HB 1177) • Interface with water group’s three subcommittees • Bridge between RWAPA board of directors, technical advisory committee, and stakeholder group (to be formed)

  16. Build public support (education/outreach) Data gathering and synthesis Phase I Develop monitoring strategy Draft watershed plan Identification of management and regulatory tools Phase II Develop long-term funding strategy for implementation Develop legal and administrative guidelines Solicit and incorporate public comments Final watershed plan Phase III Implement plan Monitor and Adapt

  17. Public Outreach Program • Contact community leaders and representatives who have not been part of watershed planning discussions to date • Development of an education presentation to raise awareness and understanding of water issues • Funded largely by Roaring Fork Conservancy’s EPA section 319 grant • Foundation for formation of a stakeholder group

  18. Data gathering and synthesis • State of Watershed Report • Summarize major findings of existing studies • Draw connections between water resource elements • Identify trends and flag those that pose potential threats to local water resources • Identify data gaps • Roaring Fork Conservancy will take lead • In-kind services by local governments and water management agencies • Line items for technical resources and writing assistance • Begin immediately when funding secured

  19. Now is the time to protect our beautiful resource
