  4. HB5 – Assessment • STAAR assessments will be released every year through 2015-2016

  5. HB5 – Assessment • Limits districts to administering no more than 2 benchmark assessments • Parents of students with special needs may request additional assessments

  6. HB5 – Assessment • Counting “Years in US Schools” for ELLs • Requires 60 consecutive days to count as a “Year in US Schools”

  8. HB3Graduation Requirements To graduate, a student must achieve a Cumulative Score in each content area that is equal to the product of the number of STAAR/EOC assessments taken in the content area times the Satisfactory Academic Performance scale score.

  9. HB5 Graduation Requirements To graduate, a student must achieve Level II – Satisfactory Academic Performance on each of these five EOCs.

  11. NOTE: Distinguished Level of Achievement will be required for automatic top 10% college admission.

HB5 – Graduation • Replacing MHSP/RHSP/DAP with Foundation + Endorsements • SBOE held hearings in September, 2013 to get input regarding the new plans • SBOE will draft rules in November, 2013 to be published for comment • SBOE intends to finalize these rules at their meeting in January, 2014

  14. HB5 – Instruction • School Day Interruptions • A district may not remove a student (without written parental consent) from a regularly-scheduled class for “remedial tutoring or test preparation” more than 10% of the scheduled class time

HB5 – Accountability • Each district must evaluate its performance in community and student engagement using locally-developed criteria • Each district must rate itself as Exemplary, Recognized, Acceptable, or Unacceptable • Ratings must be published by August 8, 2014 • TEA will develop a ratings reporting process to collect this information from LEAs
