  3. Post-registration changes: structure • Temporary deviation from monitoring plan or monitoring methodology • Permanent changes: • Corrections • Start date of crediting period • Monitoring plan or monitoring methodology • Project/programme design

Post-registration changes: criteria Changes that do NOT require prior approval by the Board (PS, Appendix 1) • Corrections (e.g. typo, location, name) • Temporary deviations from monitoring plan or applied methodology: • PPs have not temporarily monitored parameters for baseline emissions, or are unable to produce evidence of such monitoring  Report the parameters as zero. • PPs have not temporarily monitored parameters for project emissions or are unable to produce evidence of such monitoring  Assume the source of emissions operated at maximum capacity for the full period of the missing data. (for consumption of electricity, add 10% to the estimate to account for transmission and distribution losses) • Permanent changes from monitoring plan or applied methodology limiting to: • Monitoring equipment installed has a lower accuracy level than stipulated in the methodology but the equipment is under control • Calibration frequency, accuracy/type/model of meter(s) • Location of meter(s)

Changes that do NOT require prior approval by the Board (PS, Appendix 1) • Permanent changes from monitoring plan or applied methodology limiting to: • Monitoring equipment installed has a lower accuracy level than stipulated in the methodology but the equipment is under control • Calibration frequency, accuracy/type/model of meter(s) • Location of meter(s) • Changes to project design that do not adversely impact: • additionality, • applicability/application methodology under which project was registered, • project scale • Changes specific to A/R projects (listed in the “Guidelines on accounting of specified types of changes in A/R CDM project activities from the description in registered project design document Changes to start-date of CP less than 1 year (2 yrs for LDCs) do NOT require prior approval (PS, para 213)  All other changes require prior approval by the Board

Principles of Implementation • Consistency in applying old/new rules: • PDDs/MRs submitted under old rules shall be validated/verified and requests for registration/issuance shall be made under old rules • PDDs/MRs submitted under new rules shall be validated/verified and requests for registration/issuance shall be made under new rules • If requests with PDDs/MRs published under old rules cannot be submitted by 30 Sep 2012, they have to be modified to comply with new rules • re-publication of PDDs/MRs is NOT needed, but • modified PDDs/MRs have to be attached to validation/verification reports • PPs/DOEs may voluntarily shift to new rules for PDDs/MRs published under the old rules, even before 1 October 2012 • re-publication of PDDs/MRs is NOT needed, but • modified PDDs/MRs have to be attached to validation/verification reports

Principles of Implementation – cont’d • Any requests made under old rules continue to be processed by the Board/secretariat under old rules • Any requests submitted before 1 Oct 2012 but “kicked-out” from the process resulting from completeness check or information & reporting check, would have to be modified to comply with new rules, if the re-submission is made after 30 Sep 2012

Principles of implementation – post registration changes • 30 April 2012 : last day to submit any requests for Revision of Monitoring Plan, Changes from PDD, Deviation under old rules • Any requests made under old rules continue to be processed by the Board/secretariat under old rules • If changes are only identified only after 1 May, the new rules shall be applied • Changes within Appendix 1 – shall be submitted with request for issuance • Changes requiring prior approval shall be submitted before submitting request for issuance • re-publication of PDDs/MRs with new form is NOT needed, but • modified PDDs/MRs have to be attached to validation/verification reports

Practical tips • For PPs: • Identify changes early in the process and determine if they can be addressed by approaches in PS (Appendix 1 & para 213 for start-date of CP) • Consider timing of submission and appropriate process track – selecting DOEs • For DOEs: • Ensure types of changes are fully described in the form (both in Issuance track as well as in Prior Approval track) • Provide assessment opinion on each type of changes • Ensure supporting documentation relevant to each type of changes is provided
