Habitat Conservation & Restoration Team20-Year Mission Statement: Provide leadership to advance conservation and restoration of coastal habitats and ecosystems throughout the Gulf of Mexico and associated watersheds to reverse the downward trend in habitat quantity, quality and ecosystems services. Action Plan II Draft Actions H-1: Continue development of the HCRT partnership structure Five-year Outcome: • An active HCRT with expanded membership and partnerships in the United States, Mexico, Cuba and Caribbean territories • Identify and map GOMA coastal zone Proposal to have State leads examine the NOAA Coastal Change Analysis Program Estuarine Drainage Area “The Estuarine Drainage Area (EDA), defined by NOAA/National Ocean Service (NOS) as the "land and water component of an entire watershed that most directly affects an estuary", is an appropriate standard coverage area for C-CAP. For the purposes of this program, all U. S. coasts are or will be defined as part of an Estuarine Drainage Area. The boundary of each EDA basin will be defined to be consistent with USGS Hydrologic Units and codes. … The Estuarine Drainage Boundary as defined by NOAA/NOS is considered a standard inland boundary for C-CAP regional projects.” http://www.csc.noaa.gov/crs/lca/proto2.html Gulf of Mexico Alliance

Action Plan II Draft Actions H-2: Address specific policy and scientific issues regarding habitat conservation & restoration Five-year Outcome: • Develop and promote in funding, policy, permitting and regulatory change recommendations • Advocate for the advancement of state of restoration and conservation science and science-based management tools • Survey managers to identify limiting issues FY09 Q1 • HCRT and AMT evaluation issues for communication to State or Federal personnel FY09 Q2 • AMT communicates issues to State agencies or Legislatures FY09 Q3 • AMT communicates issues to Federal agencies or Congress FY09 Q3 • Monitoring of progress FY09 Q4 Gulf of Mexico Alliance

  9. Action Plan II Draft Actions H-3: Continue to develop and facilitate the Gulf Regional Sediment Management Master Plan Five-year Outcome: • Complete draft GRSMMP • Recommend changes to the Federal Standard • Promote the implementation of RSM in all GOM USACE Districts Gulf of Mexico Alliance

Action Plan II Draft Actions H-4: Facilitate public-private partnerships to support habitat restoration and conservation efforts Five-year Outcome: • Develop an action plan to promote public/private partnerships and assess its implementation H-5: Support policy and economic incentives that promote stewardship, conservation and restoration on private lands Five-year Outcome: • Develop and draft policy and funding changes to promote stewardship, conservation and restoration efforts on private lands Gulf of Mexico Alliance

Action Plan II Draft Actions H-6: Improve comparability between individual Gulf State Coastal Zone Management Plans and expand CZMP coverage to coastal zone of Mexico Five-year Outcome: • Develop a draft CZMP template for Gulf States to use as desired and to share with Mexican partners Gulf of Mexico Alliance

  12. Action Plan II Draft Actions • Continued development of HCRT Synthesis Report • Initiation of contact with the Southeast Aquatic Resources Partnership Gulf of Mexico Alliance
