Capacity Development Mechanisms Strengthening the capacity of State level planning bodies through setting up a Human Development Research and Coordination Unit (HDR&C Unit) in each State Units located within the Planning Department/Planning Commission of State Governments Staffed by state government personnel with two UN Volunteers supported by UNDP

6. HDR&C Units – Role Augment the State governments’ efforts in mainstreaming human development concerns in State plans and policies Act as resource centers for human development issues in the State Actively liaise with line departments to ensure coordination across departments on key HD issues

HDR&C Units Terms of Reference • Follow-up to the SHDR • Document the impact of the SHDR at the State level • Provide inputs to preparation of an advocacy strategy towards dissemination of SHDR messages • Prepare and disseminate district level handouts • Coordinate the preparation of district level HDRs • Document best practices

HDR&C Units Terms of Reference Liaise with line departments to implement SHDR messages Analyze key changes in human development processes and status in the State Provide inputs for policy briefs Provide inputs to ensure that human development issues are reflected in annual plans, budget and budget speeches and a human development chapter included in economic survey

HDR&C Units Terms of Reference Provide inputs to the formulation of the XI Five-Year Plans of the respective State governments Promote HD discussions in the State across NGOs, media and the civil society Organize HD trainings for line departments, district level officials, NGOs and the media Participate in national level activities under the programme

HDR&C Units Terms of Reference Strengthening State Statistical Systems Review existing data systems at the district and taluka level Identify data gaps and steps needed to fill data gaps Ensure that HD data is gender disaggregated Ensure presentation of HD data in State government documents Build up qualitative data base Act as a repository of HD data Use SPSS to presents HD data at the district level Monitor HD indicators

HDR&C Units Terms of Reference Financing for Human Development Conduct a needs assessment for this component and ensure that State’s requirements are reflected in the workplans of the Institute selected for the work Review the outputs received from Institute Support dissemination of the findings
