  3. Role of UIDAI To issue unique identity numbers to Indian residence, which can be verified and authenticated in an online, cost effective manner, and i.e. robust enough to eliminate duplicate and fake identities.

  4. Background • In large scale Biometric application like UIDAI, the choice of the acquisition devices is one of the most critical issues, since many, often conflicting, requirements have to be taken into account. • To determine that a Biometric Device (sensor-extractor combination) is capable to meet the goal of UIDAI, in context of its performance in a “given specific operational environment” requires an understanding of the evaluation methodologies and statistics used by the biometrics community. • To meet this challenge there is a need • To standardize test plan • Requirement for participating suppliers • Integration of software and hardware • Training and guidance • Interpretation of test result • Neutral test environment for all the participants.

  5. Assuring Quality of Biometric Devices To meet the objectives of UIDAI, the certification scheme provides assurance of quality of biometric devices. Following test are perform to ensure the attainment of objectives. Physical & Dimensional Image Quality Environmental (Durability /Climatic) Safety EMI/ EMC Security Functional Interoperability – Compliance with API & ISO Header/template Ease of use & Ergonomics Performance Certification is a means of generating confidence to the users that devices are quality assessed and fit for purpose

Certification Objectives To ensure that quality assessed Biometric devices are available to the users These devices when used in a defined environment meet the Performance Goal This objective is attained by ensuring suppliers are empanelled based on the following: Conducting test in lab environment by simulating operational field condition Conducting test in actual operational environment.

Testing and Certification Approach Independent Testing of the Devices against the UIDAI requirements in simulated lab environment at BDTL, Mohali Independent Testing by consortia of C-DAC and STQC in field operational environment (Performance Test) Standardize the test method incorporating best practices to ensure reliability and reproduction of test result with subjects of different demographic profile. Verify compliance with specified performance requirements. Avoid systematic bias due to incorrect data collection and analysis during evaluation. Help test engineer analyst to achieve the best possible estimate of field performance based on their evaluation. Understand the limits of applicability of test result and test method. The secondary objectives of this procedure are to: To provide evaluation feedback to participating suppliers/vendors enabling them to design setup for optimal performance. Predict performance of different suppliers/vendors.

NEXT Compare to Enrolment, Authentication Device Quality assessment require more stringent controls because of • Large number of sensor /extractor combination, device with different form factors, performance of device in a system etc- necessity for regular performance testing • Scheme is dynamic in nature and is in maturing process, changes are expected • Maintenance of Certification – require close association of UIDAI and STQC to track health of authentication devices (Data – tracking Robustness) about the performance levels observed in the field (Device in operational environment).
