  1.   2. Register of Enterprises is a direct administration institution which acts under the supervision of the Minister for Justice. Ministry of Justice does not affect functions of the Register of Enterprises. • Officials or State notaries review registration documents and make decisions on registration. • Management, administration and biggest part of the state notaries are in Riga (Capital City of Latvia).At the same time regional divisions are in biggest cities of Latvia.

If individual is not pleased with the decision of State notary, he has rights to contest it to the Chief State Notary. • If individual is not pleased with the decision of the Chief State Notary, he has rights to contest it in the Administrative Court. Administrative court views claims of individuals against the state, besides based on principle of objective examination not principle of competition. • Currently there is draft law in parliament that prescribes to establish special Commercial court. General jurisdiction court views cases up to five or six years.

  4. On Archives • Specific character is that the Register of Enterprises shall keep large amount of paper registration files and other documents as well as shall be able quickly find necessary documents. • Submitted registration documents are scanned and entered into registration data base for last few years. So there is no need to maintain archives near the work place of the State notary. • Scanning of the documents isperformed • in two ways: • - Full text of document is scanned and State notary uses it for work; • - Document with previously covered restricted access information is scanned and private person gets this information paying state fee.

  5. Movement of documents Currently all submitted documents are scanned and filed in archives. State notary work with scanned documents only. Such procedure gives at least two benefits: • it decreases risk of corruption; • evenamount of work for each State notary; • to achieve that there are not high unemployment regions outside Riga where individuals have no access to the public services.

  6. The Register of Enterprises is working on project that allows submitting registration documents in local municipalities and these municipalities will immediately scan submitted documents and after that send originals by post to the Register of Enterprises. • Technologies shall not be the reason to prohibit for individuals to communicate with state institutions.
