  1. Implementation of theIPC reform at theSwedish Patent Office 2006-06-30 Anders Bruun

  2. Overview • The implementation process • Policy decisions • Procedure changes • Classification software • Frontfile • Interaction with other PRV systems • Publication • Backfile

  3. The implementation process • Policy decisions: • As few modifications to existing systems as possible • Modify existing data transfer methods, rather than create new • IPC Advanced Level in parallel with ECLA

  4. The implementation process • Procedure changes • Before: IPC was entered by clerical staff in a mainframe (CICS) environment • After: IPC is entered by the examiners at their PC workstations

  5. The implementation process • These procedure changes had a lot of consequential effects: • Records in some databases have to exist at an earlier stage than before • Handling of ”first day” publications • Handling of unscheduled publications • Revised instructions and workflow

  6. PRV Classification Software • Classification for frontfile publication is made in the examiners’ search record software (”Granskningslappen”) • Handles both IPC and ECLA • Handles non-public information – the IPC is retrieved from the system at publication • Java-based web application

  7. Interaction with other systems • The administrative systems accept IPC8 symbols, but do not internally use IPC8 format or attributes • PRV outgoing papers do not comply with ST.10/C • PCT outgoing papers must comply with ST.10/C

  8. PRV Publication Procedures • Checks: • Monthly reminders of unclassified applications are automatically e-mailed to the examiners • At the start of the publication procedure the classification is checked • Manual “last minute” correction routines if necessary

  9. PRV Publication Procedures • The Gazette (“Svensk Patenttidning”) • Invention/additional IPC only in some views • No version data • The patent documents • Fully ST.10/C-compatible • A maximum of 15 IPC symbols are printed

  10. PRV Classification Software • Reclassification of backfile published documents is made in ”Omklassning” (OMK) • Handles ECLA and DPK • IPC will be added during the autumn • Java-based web application • Documents are retrieved from BNS and converted to tagged PDF format for displaying
