What is a County Information Portal? • The County Information Portal is simply a software application based on Internet Technology that allows different county agencies to share important tabular and map data. • In a nutshell it is a program that runs in Internet Explorer and requires no additional per seat license fees • It runs on your server and any changes made are global for everyone • It can run just in the courthouse Intranet and/or be published to the Internet

Why Was it Developed? • Originally Developed Under a Contract between Mountain CAD and WV Dep’t of Tax and Revenue • Contract was for Mountain CAD to link Tax Parcels developed by Mineral Lands Mapping Program to IAS or CAMA. • The idea to develop a way for more people to get their hands on data came from an effort between Cabell County Assessor’s Office and Mountain CAD • The product was developed to allow the Assessor’s Office to have true Enterprise GIS capabilities and to make searching of IAS data easy for everyone • No GIS without link to IAS or CAMA • IAS is/was cumbersome and somewhat limited in search capability

  4. What Does it Do? • Allows users to easily search Integrated Assessment Data or any other database • Gives user all necessary information to do full property research which can include: • Map of the property • Building footprint • Photographs • Scanned Deeds • Electronic Map Cards

Benefits to Assessors Office • Providing Internet access to information reduces telephone calls and foot traffic allowing staff to work more efficiently • Quickly find all properties out of sales ratio compliance and the corresponding property maps • Easily do up front research before doing field appraisal • Lookup comparable sales to justify assessments • Find all properties owned by an individual or company • Find properties based on sales, land use, tax class, property class, etc • Generate custom reports

  6. Benefits to County Enterprise • The tool compliments the activities of issuing County Building Permits. The user can locate the property and determine if it is in a flood plain saving many man-hours. • Share GIS maps and database information between all county departments eliminating the need to purchase and be trained on additional software • Gives Fire, Police and Rescue Units building information before entering • Use as search engine for all county documents • Publish important map data for the public • Evacuation Routes • Flood Plains • Shelters in Place • Voting Precincts • Sex Offender location • Crime location • Hospital location • Bus Routes
