WELMEC New MembershipEuropean cooperation in legal metrology • Memorandum of Understanding in 1990 • Members: Legal metrology authorities 18 states (15 EU + 3 EFTA) • Name: “Western European Legal Metrology Co-operation“ • Several enlargements since 1990 • New associate members : EU Applicant states • New full members when they became EU states • Name: “ WELMEC European co-operation in legal metrology” • Situation in 2006 : 28 Members (25 EU + 3 EFTA) + 4 Associate Members (Bulgaria, Romania, Turkey and Croatia) • Situation in 2007 (EU enlargement) • 30 Members (Bulgaria and Romania new members) • 2 Associate Members: Turkey, Croatia

WELMEC FutureEuropean cooperation in legal metrology • Continuation of the support to the Implementation of MID • Co-operation with the European Commission (on MID and NAWI directive but also concerning the simplification of the remaining 8 old approach directives) • A seminar on Market surveillance in 2008 • Other issues coming from the general revision of the New approach and Service directive

WELMEC Documents European cooperation in legal metrology • 48 guides available free of charge on : www.welmec.org • 28 for implementation of MID(directly or indirectly) • WG 2 : technical aspects on modular approach, guide on AWI’s • WG 4 : guide on decision in legal metrology (uncertainty) • WG 5 : market surveillance guide • WG 7 : software guide 7.2 (7.1 only for memory) • WG 8 : a serie of guides (see next slide) • WG 10 : type examination of a family of meters, conversion devices, marking of fuel dispensers • WG 11 : utility meters

WELMEC Documents European cooperation in legal metrology Guides from WG 8 • 8.0 general provisions of assessment and operation of NB (applicable standards and link with other guides from the serie) • 8.1 Vocabulary : makes a link between MID and other legal metrology document (e.g. CCR in MID and SF in OIML) • 8.2 Application of module H1 • 8.3 Application of module B • 8.4 Application of module D • 8.5 Evaluation of NB for type examination (based on EN 45011) • 8.6 Presumption of conformity of quality system of manufacturers for modules D and H1, when EN ISO 9001 is used

WELMEC Corresponding tablesEuropean cooperation in legal metrology • MID opened a new EC route for presumption of conformity by using OIML Recommendations (instead of only European harmonised standards) • Conditions and process : • identification of IR’s and their req.which gives presumption of conformity to the ess.req. of MID • advice of MID committee • publication of references in EU Official Journal • WELMEC prepared the work

WELMEC Corresponding tablesEuropean cooperation in legal metrology Work done and practical organisation • in 2005 : work initiated, statement from the Commission at WELMEC Committee in May 2005, work allocated to existing WG’s and sub-groups of WG8, preparation of work made by at least 3 persons and industry included • 2006 : identification ready with comments and gaps identified, agreement by the WELMEC Committee, proposition to the Commission, Commission asked for simplified tables without the detailed explanation, Commission Working Group and MID Committee confirmed acceptance of WELMEC work

WELMEC Corresponding tablesEuropean cooperation in legal metrology • OIML recommendations are now used for conformity to type • But need identified for OIML to update and better harmonised the requirements in the field of : • software • EMC levels (D 11) • conformity to type (starting with the documentation)

WELMEC Future European cooperation in legal metrology • The WELMEC Committee in May 2007 welcomed the proposal from J.F Magana to deliver the first draft of the corresponding tables OIML – MID requirements to the WELMEC Chairman for further consideration in the future • Work started with with MI 002 and R 137 (draft sublitted by BIML and under examination by WG 11) • Future work for taximeters, electricity meters and also evolution of the existing tables in parallel with the revision of correponding OIML recommandations
