Facts about the school-system in Austria Since 1993, the parents of children with special educational needs have had the choice between special schools and integrative primary schools, and since 1997, the same has applied to general and academic secondary schools. To begin with, the option of integrating SEN pupils into mainstream schools was a success story: almost 70% of all students with SEN were taught at mainstream schools. In recent years, however, the trend towards integration has stagnated and there has been talk of quality problems.

  3. Facts about the school-system in Austria • As a result, a project group was set up. (www.qsp.or.at) • The key issues were: • quality standards for the teaching of integration classes • individual education plans as planning instruments for class work, evaluation and quality assurance • reorganising the procedure for establishing special educational needs • flexibilising the allocation of resources – provision for preventive special educational measures • measures designed to change the professional self-perception of (special school) teachers

Considerations There is a massive demand for changes in the following areas: The system of evaluation is severely in conflict with the demand for an inclusive school where each child is regarded as an individual and shall receive development oriented support and evaluation. The approach of deficit diagnosis to allocate resources (Issuing of a Special Educational Need) hardly influences educational work.

  7. Research N-EACH (Network – Education for ALL Children) – At the moment this project is cancelled. But: We intend to work further on on the question of using the P-scales for bringing up consideration on standards in the field of SEN.
