  2. State of the State Coalitions • 51 Registered Coalitions • States, Territories, Indian Tribal org’s • 30 have web sites • 21 more have e-mail contacts • 5 still unregistered as of 1/28/08 • LA, OH, SD, WV, WY

  3. Stages in coalition growth • Sunflower metaphor • Tuckman: Forming, storming, norming, performing • Wolff: forming, direction-setting, structuring, maintenance • All stages are necessary • Some are ugly and unpleasant for all involved

Barriers to effective coalitions • “Monopolies” • Prof Assns vs. WIC vs. Health Dept vs. mothers • Big city / capital city vs. everywhere else • “Secret sororities” • Closed e-lists, unpublicized meetings, little discussion • Fragmentation • Many scattered small groups working alone • Exclusion of relevant stakeholders • consumers / mothers / individuals / businesses

  5. Effective strategies • Regular, predictable, & open meetings • CDC teleconference dates • Rotating locations • Commitment to consensus process • Common ground and purpose • Motivated lead agency • Communication & admin • Sometimes letting go • personal, historical baggage
