OC Update • OC • Scott Kinney has transitioned in to his new role as OC chair. • Current Activities • Finalizing RBC Field Trial Report • Finalizing Unscheduled Flow Events Evaluation • Discuss Unscheduled Flow Dues Calculation • Proposal to remove 1995 dues cap • Long term solution • Review and approval of Path Operator Task Force Recommendations

  3. OC Update • Future Activities • Work with Board and MAC on future committee structure • Support Peak Reliability ECC Taskforce • Support Dynamic/Pseudo Tie Scheduling Evaluation Taskforce • Support 15 Minute Scheduling Taskforce post implementation review

  4. OC Update • Board/Annual Meeting Highlights • Board approval of WECC document categorization policy • Action Item • Scott Kinney will work with staff to determine the best process for implementing the Document Categorization Policy and what the implications of those changes might be.

  5. Operations Training Subcommittee (OTS) • NERC approved PER-005-2 that effects Operations Support, Generation Dispatch, and Transmission Owner personnel • Peak offering a spring session of System Restoration Training with portal access up to 300 participants

  6. Operating Practices & Event Analysis Subcommittee (OPEAS) • Last subcommittee meeting held in May • Operating Procedures Review Group (OPRG) was disbanded • Operating Procedure Review document was retired • Function being handled by Peak Reliabililty

  7. Operating Practices & Event Analysis Subcommittee (OPEAS) • Performance Work Group (PWG) • WEQ-006-5 was approved by NAESB • Extends the boundaries for initiating TE corrections to +/- 30 seconds • Published draft report on impact of RBC on Western Interconnection • The number of hours of Coordinated Operations of Phase Shifters increased dramatically in 2011 for path 36 and in 2012 for path 66. A relationship to the field trial could not be established because the anomalies appeared in only one of the four field trial years and are more likely due to other factors.

  8. Path Operator Task Force (POTF) • Task Force given 3 objectives • Investigate the current Path operations paradigm and identify alternate approaches • Analyze the identified issues from the perspective of alternate approaches • Identify solutions and recommendations

  9. Path Operator Task Force (POTF) • POTF is recommending a new approach to Path operations • Total Transfer Capability (TTC) as more appropriate for WECC paths than the current System Operating Limits (SOL). • Details available in Path Operator Taskforce Whitepaper

  10. Technical Operations Subcommittee (TOS) • Telecommunications WG is evaluating performance reliability issues with Intertie 137 hotline circuit • Will begin reviewing “Guidelines for the desing of Critical Communications Circuits” • Relay Work Group developing recommendations for updating documents over five years old

  11. Technical Operations Subcommittee (TOS) • Control Work Group has recommended to WECC Standars committee that WECC-099 be retired in favor of a new SAR approved back in February of 2014

Remedial Action Scheme Reliability Subcommittee (RASRS) • Subcommittee reviewed 24 schemes from 13 entities at April meeting • Additional reviews slated of July meeting. • NERC drafting team is writing a new SPS definition • http://www.nerc.com/pa/Stand/Pages/Project-2010-05_2%E2%80%93Special-Protection-Systems.aspx

  13. PEAK MAC Update • MAC ran into some issues while holding the first MAC member elections. • Bylaws governing election are unclear • Class 3 remains open • Recommended structure of few committees and no standing committees. • In early phases of drafting strategic plan for Peak.

  14. WECC MAC Update • MAC elections were held in June • Class 1,3,4,5 re-elected incumbents • Class 2 elected Linda Jacobson-Quinn • MAC approved having International Representation • Diana Pommen – representing Alberta • Martin Huang– representing BC

WECC MAC Update • Past year’s activities • Substantial comments on WECC 2015 Business Plan and Budget • Future activities • WECC committee structure review • Support Section 4.9 review • Data Sharing Issues • USF Cost Allocation • Reliability Assurance Methodology • MAC representation on the Nominating committee and Business Plan and Budget • Consider ways to increase member engagement

  16. NERC TOP/IRO Standards Drafting Team • NERC petitioned for approval of three revised TOP and four revised IRO standards • FERC issued NOPR to remand the standards • NERC standards drafting team was formed for Project 2014-03 to revise TOP & IRO standards • Technical conference held 8/12/14
