  2. How do you apply for an EU Grant? You apply by sending: • A Concept Note in response to one of the two Calls for Proposalsand later • A Full Application • Addressing one or more of the Specific Objectives of the Calls for Proposals

Specific Objectives for EIDHR • Supporting civil society efforts to improve national legislation and its implementation in the field of democracy and human rights • Supporting human rights defenders involved in the promotion of civil, political, social, economic and cultural rights • Supporting civil society efforts to promote environmental awareness and rights to clean environment

  4. Specific Objectives for NSA • Support CSO advocacy efforts towards local and national government in the formulation and implementation of sustainable development strategies • Strengthening the support to vulnerable and excluded groups most exposed to poverty in rural areas

  5. What is the size of a Grant?

  6. EIDHR, size of grants • A total of € 1,200,000 is available • The minimum amount is € 50,000 • The maximum amount is € 150,000

  7. NSA, size of grants • A total of € 700,000 is available • The minimum amount is € 50,000 • The maximum amount is € 250,000

  8. Co-funding EU fundingApplicant’s co-funding minimum 50% minimum 10% maximum 90% maximum 50% The co-funding can also come from other donors, not necessarily from the applicant.

  9. What is the duration for the action carried out under a Grant?

  10. Duration of activities, EIDHR • The project duration can not be lower than 12 months • And can not be more than 24 months

  12. Who can apply?

Who can apply - EIDHR In order to be eligible for a grant, applicants must: • be legal persons or an entity without legal personality and • be non profit making and • belong to one of the categories defined per article 10 of the EIDHR Regulation and • be nationals of Azerbaijan or of a Member State of the European Union, or of an accession or official candidate country, or of a Member State of the EEAand • be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary

Who can apply - EIDHR Categories under article 10: • civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and international level; • public sector non-profit agencies, institutions and organisations and networks at local, national, regional, and international level; • natural persons when this is necessary to achieve the objectives of the Regulation

Who can apply - NSA In order to be eligible for a grant, applicants must: • be legal persons and • be non profit making and • be nationals of a Member State of the European Union or of Azerbaijan and • be Non-State Actors (NSA) constituted in accordance with the legislation in force in the country concerned. NSA must have been registered for at least three years at the time of the submission of an application while NSA from Azerbaijan must have been registered for at least two years at the time of the submission of an application and • be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary

What can we fund – EIDHR / NSA • Actions must take place in the Republic of Azerbaijan • An eligible action must constitute a project – a self-contained operation consisting of a coherent set of activities with clearly defined objectives, target groups, and tangible outcomes • All eligible actions must be implemented by an applicant acting in partnership with at least one local partner, preferably from the regions of the Republic of Azerbaijan

  18. What can we fund – EIDHR / NSA • Under this Call for Proposals, all eligible proposals must include capacity building activities for other organisations working in the same field(for example: document resource centre, legal advice services, seminars/trainings)

What can we not fund – EIDHR / NSA • actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses; • actions concerned only or mainly with individual scholarships for studies or training courses; • actions which consist fully and exclusively in the production and maintenance of websites, the production of magazines and newspapers, the organisation of conferences or seminars and the production of studies or reports; • actions supporting political parties, groups and movements; • sub-granting, re-granting, microfinance, revolving funds for microcredits

Selection Process – EIDHR / NSA Applying for a grant goes by the following procedure: • Draft a Concept Note (you) • Register in PADOR (you) • Submit Concept Note (you) • Evaluation of Concept Notes (EU) • Successful applicants invited to submit Full Application (EU) • Prepare a Full Application (you) • Submit Full Application (you) • Evaluation of Full Proposals (EU) • Contract negotiation (you & EU)

  22. What is a Concept Note? • A Concept Note is a 4 page summary of the Action you are proposing, • which is drafted as clearly as possible to facilitate the assessment • and which contains and addresses the elements asked for

  23. What are the elements of the concept note? • Relevance of the Action • Description of the action and its effectiveness • Sustainability of the action • Plus a check-list and a declaration by the applicant (refer to the guidelines and application form)

  24. What is PADOR? • PADOR means ‘Potential Applicant Data On-Line Registration’ • Every applicant for an EU grant must register • Saves applicants from submitting information with every application • Improves EU’s knowledge of the applicants

  25. How to register in PADOR • First you need a User-ID and a Password • You get that from the PADOR web-site on:http://ec.europa.eu/europeaid/work/onlineservices/pador/index_en.htm

  26. What needs to be encoded in PADOR? • the date when you organisation was established • the type of your organisation (association, public union…) • the target groups of your organisation • the sectors and geographical areas your organisation is active in • the experience of your organisation in the above areas (number, duration, size of projects, etc.) • the financial data and sources of your organisation You will also need to upload the following documents PLUS a translation in English, French or Spanish: • statutes (to register in PADOR an organisation must be legally recorded in a country) • financial reports (for the last three years available)
