Migration In Panem or in the Twenty-first Century World, Migration is defined in the same manner: The movement of a person or persons from one place to another, involving a permanent move of home for over one year. Consequences Migration reshapes both the host and the sending countries – just look at the Capitol which receives a steady stream of slave labor through Avoxes. • Brain Drain • Educated individuals may leave Their Home Countries to Work Abroad and Not Return, Depriving that country of Their Experpise • Loss of Revenue • The Sending Country cannot tax its citizens who Earn Their Living Abroad • Remittances Are Sent to support family members in Home country • Split Families • This Phenomena Threatens Traditional Societies and Home Country Values

  6. The Fall It was only a matter of time. The reach of the Capitol is Long and Any who escaped its grasp would eventually be caught. Its skeletal fingers are closing in on the Jugular of District 14. Unfortunately, District 14 has drawn its last free breath. As a show of power and mercilessness, the Capitol will be staging a special Hunger Games.

  7. The Tributes Each group will create and name two Tributes, using Paper cut-outs and popsicle sticks. • On one side, you will draw the Tribute. • On the other side, you will write – in a narrative – the push and pull factors that brought the Tribute to District 14. • There should be more than 1 push and pull factor for each Tribute and they must be different from one another.
