  13. Purpose: Identify the most appropriate and feasible ES/L/FS interventions for clients. Encourage vulnerable populations toward social welfare programs and less vulnerable towards more market based solutions. Audience:Used by facilitator and deployed in different settings. 1. Measuring Lift’s Work Activity Objectives What we intend to learn Documenting our Learning Diagnostic Tool • Segment & match clients with ES/L/FS services • Ensure the relevant technical components are captured in the tool • Provide a streamlined first step in the process for client intake Logs, case studies, templates and focus groups ONA • Map & understand ES/L/FS service providers • Adapt a proven methodology to capture diversity of local service providers and their relationships for LIFT linkages Referrals • Link NACS clients to ES/L/FS services • Customize referral best practices to LIFT needs • Understand how to assess local referral mechanism, opportunities, and partners • Technical support to strengthen service quality • Capture the diversity of ES/L/FS services locally available under LIFT framework • Identify process for working with service providers Upgrading Services

  18. Discussion What is the evidence base that we are building? Involves four phases: • Phase I: Pilot test tools in select countries as discrete components • Phase II: Roll out tools across countries. Assess systemic interventions, including tools and ES/L/FS approaches in 2 countries. • Phase III: Perform longitudinal tracking. • Phase IV: Examine the effectiveness of the diagnostic tool, referral systems, and ES/L/FS approaches.

Geographic Reach: Targeted rollout of activities to two NCST model sites with FANTA and ASSIST in areas identified with GoM and USAID (Balaka & Karanga District); Engage nationally with GoM around TWGs and potential for scale up Objective: Pilot key components of LIFT approach integrated into NCST in two model sites to promote learning specific to Malawi future scale up/rollout as well as more global learning on the facilitation approach Activities: Finalize 2 NCST model sites within Balaka, scope support to Karanga Finalize joint work plan and PMP w/NCST TA partners (LIFT, FANTA-3, ASSIST) Conduct ES/L/FS situation analysis in NCTS model site catchment areas Leverage LIFT capacity, staff and consultants in country (FHI 360, Save & Care) Implement ONA with MEASURE evaluation Test diagnostic tool Assess available referral tool and mechanisms for rollout Pilot TEST key components of LIFT Approach in 2 integrated Model Sites Focus on Learning & potential for scale up Malawi

Geographic Reach: 2-3 pilot sites in Kinshasa, selected in consultation with USAID, MOH and FANTA Objectives: Deepen engagement with and understanding of selected sites and lay the foundation for NACS roll out Activities: Finalize site selection Hire joint FANTA/LIFT staff Community engagement and situation analysis Work planning for NACS roll-out including ES/L/FS activities in selected sites Begin to adapt diagnostic and referral tools Strategic support to ProVIC and grantees in VSLA DRC Technical assistance to partners Prepare for joint roll out nacs and Lift

Geographic Reach: National in scope, reach is through OVC implementing partner community of practice and existing project mechanisms Objective: Strengthening ES/L/FS services by establishing a foundation for improved ES capacity among the OVC IP community in Nigeria  Activities: Finalize work plan and PMP Develop ES for OVC tool kit Strengthen ES community of practice (COP) Launch ES for OVC web based knowledge sharing portal Train UGM mechanism awardees in ES fundamentals (pending implementer needs & timing of UGM program rollout) Assess potential for future linkages to NACS linkage work NIGERIA Upgrade ES/L/FS Services Focus on Strategic Technical Support to enhance practice

Geographic Reach: Two pilot sites two districts, to be determined in coordination with USAID, MOHSS and FANTA-3 Objective: Gain stakeholder buy-in for LIFT activities and lay the foundation for integration of ES/L/FS into NACS Activities: MOHSS consultation and site selection Hiring local staff/support Community engagement and situation assessment Work planning for NACS ES/L/FS integration Begin adaptation of diagnostic and referral tools Namibia position lift as key technical assistance partner for integrating es/l/FS activities into nacs

  25. Geographic Reach: Work under an integrated model with FANTA and HCI in one of the three NACS districts in the country. Objective: Strengthen the continuum of care model focusing on nutrition, food and livelihood security. Activities: Conduct situation analysis Lesotho Integrated Model working with fanta and hci
