  2. Community Learning Trust Pilot • ‘ A new, clearer commitment to use the public funding subsidy to support access, and progression in its widest sense, for people who are disadvantaged, furthest from learning and least likely to participate.’

CLT Pilot – aims and objectives • The pilot aims to: • Maximise access to community learning • Promote social renewal • Maximise impact of community learning on social and economic well-being • Through… • Focusing public funding on those disadvantaged and least likely to participate • Collecting fee income from those that can afford to pay • Widening participation

The invitation: • SFA funded Community Learning Providers working collaboratively with Community Partners are invited to submit proposals to become a pilot Trust. • Bids required to effect “transformational change” to deliver pilot objectives • Pilot proposals are required to set out their approach to: • identifying and targeting disadvantaged groups/individuals • transforming people’s lives by engaging them in learning • generating fee income from those who can afford to pay • using fees and other sources of income to widen subsidised access to community learning. • Develop one or two themes to explore or develop in depth

  5. The Funding Landscape. • Cornwall Adult Education Service • Cornwall College • Truro and Penwith College • Potential partners for the Community Learning Trust – VCS and other public sector (e.g. health, probation)

The Benefits • Health and wellbeing • - improved confidence • - better mental/physical health • - reduced costs on welfare, health and anti-social behaviour • Employability skills • A stronger sense of citizenship, improved engagement and social integration • More integrated working with learning providers • Greater opportunities for volunteering

  7. Initial thoughts - Pros and Cons • No additional money (could be a benefit in the longer term) • Budgets and programmes already committed for academic year 12/13 • Limited capacity amongst funded organisations • Potential threat to future funding • However… • Enthusiasm of funded organisations and commitment to a joint bid • Commitment and capacity from VCS partners? • Other public sector partners?

Scope? • Evaluation of benefits of community learning (key driver) - Social impacts and multiple outcomes • Health and well-being focus (other funding streams and partners will have alternative focus). • Countywide v local? • Target groups? (e.g. Carers, personalised budgets, diabetics, hard to engage) • Links to other projects/initiatives • Changing Lives? • Telehealth? • GP commissioning • Quick wins – access to learning premises

Next Steps • Commit to bid • Engagement with partners • Agree scope and outline of bid – this could include: • Themes: evaluation; health and well-being • Year 1 – identify target groups, develop evaluation framework, and design the offer and access infrastructure • Year 2 and beyond – implementation and evaluation • Bid due in 25th May 2012
