Funding Through the 2009 American Recovery and Reinvestment Act (ARRA), Congress designated $1.5 billion for communities to provide financial assistance to prevent homelessness and/or assist those already homeless to quickly be rehoused and stabilized. Allocation based on formula used by HUD in allocating funds for the Emergency Shelter Grant (ESG) Program. NH’s allocation: Manchester $766,545 State Program $4,612,322

  3. Eligible Activities Four Categories of Eligible Activities: 1. Financial Assistance; 2. Housing Relocation and Stabilization Services; 3.Data Collection and Evaluation; and 4. Administrative Costs.

Ineligible Activities Mortgage costs Construction or rehab Consumer debt including credit card bills Transportation costs/car repairs Travel costs Food Medical or dental care including medication Clothing and grooming supplies Home furnishings Pet care Entertainment activities Work or education related materials Cash assistance made directly to program participants Certifications, licenses or general training classes Programs may not charge fees to HPRP program participants

Eligible Program Participants Individuals or families who are housed, but at risk of becoming homeless or currently homeless Household income at or below 50% Area Median Income (AMI) Household must meet following criteria: 1. homeless, or at risk of becoming homeless; 2. no appropriate, subsequent housing options have been identified; and 3. the household lacks the financial resources and support network needed to obtain immediate housing or remain in existing housing. Participants must be willing to meet with a case manager for an initial program eligibility assessment and be recertified for eligibility every 3 months. “Would this individual or family be homeless but for this assistance?”

HPRP Homeless Criteria Individuals and families are homeless and eligible for the HPRP if they meet one of the following criteria: Sleeping in an emergency shelter; Sleeping in a place not meant for human habitation such as cars, parks, abandoned buildings, streets/sidewalks; Residing in a hospital or other institution for up to 180 days, and were sleeping in a homeless shelter or a place not meant for human habitation immediately prior; Graduating from or timing out of a transitional housing program; or Victims of domestic violence.

Timeline for Key HPRP Activities Application Process May 18, 2009 State Application (Substantial Amendment) due to HUD July 2, 2009 HUD notifies Grantees of award & required revision to plan - “clock” on 2 year timeline to expend 60% of funds “starts ticking” Sept. 23, 2009 Contracts between grantee (NH BHHS) and sub grantees executed Oct. 1, 2009 Start date for most HPRP projects Reporting October 10, 2009 Initial Performance Report due to HUD Quarterly Quarterly APRs due to HUD 10 days after the end of each Federal Fiscal Year (FFY) quarter (1st Q=10/1/09-12/31/09, 2nd Q= 1/1/10-3/31/10, 3rd Q=4/1/10-6/30/10, 4th Q=7/1/10-9/30/10) 11/27/10 Annual APR due to HUD for period 10/01/09-9/30/10
