  3. Efforts of National Crane Safety Taskforce

  4. Background • National Crane Safety Taskforce set up in Jul 2009 • Terms of Reference: • Provide industry leadership and work with WSHC to make recommendations to improve the safety of crane operations • Provide industry inputs when developing the implementation plan for the recommendations • Garner buy-in and support from industry for effective implementation of the recommendations to reduce work-related fatality and injury rates involving crane incidents

  5. National Crane Safety Taskforce - Strategies 1. Building Capability & Competency • To build strong Capability and Competency of various individuals in value chain to better manage safe operation of Cranes at workplaces 2. Raising Awareness • To establish programmes to enhance outreach and engagement efforts to all crane stakeholders to enhance good crane safety best practices • To promote crane safety messages through the various platforms to heighten awareness of key issues 3. Strengthening Standards & Practices • To review and enhance WSH Regulations governing Crane Safety regularly • To make available various compliance assistance resources on Crane Safety to help stakeholders implement the requirements and initiatives

  6. Crane Safety – Working with Stakeholders • Stakeholders • The whole spectrum of industry players from upstream Manufacturers to downstream Crane Operators need to come together to ensure WSH is integral part of business.

  7. Strategy 1 – Building Capability & Competency Strategy 1: To build strong Capability and Competency of various individuals in value chain to better manage safe operation of Cranes at workplaces

Strategy 3 – Strengthening Standards & Practices • Strategy 3: • To review and enhance WSH Regulations governing Crane Safety regularly • To make available various compliance assistance resources on Crane Safety such as Codes of Practices, Standards, Technical Advisories and Toolkits to help stakeholders implement the requirements and initiatives

  10. Current Crane Safety Landscape • TF has set the necessary system and structures for crane safety in place, covering the common types of cranes (Tower, Mobile, Lorry, Gantry cranes) and relevant crane stakeholders In Progress

Moving Forward • Taskforce has completed the setting up of key Strategies, Systems & Structures to help raise standards in Crane Safety • Shift will next focus towards guiding effective implementation of initiatives rolled out and sensing new and emerging issues in Crane Safety • Prepare industry to drive efforts in improving Crane Safety

  14. Towards Industry Self-Regulation • Working with Singapore Crane Association to develop a “Crane Industry Association” which will champion the interest of the crane industry, with “safety” as one of the key pillars of focus. • Possible model:

Crane Safety – A Collaborative Approach • Creating and Building Partnerships • To leverage on platforms such as the National Crane Safety Taskforces and the Industry Committees and Associations to encourage cross-fertilisation of ideas and coordination of efforts to improve Crane Safety. • To establish strong networks in the international arena to keep abreast of latest developments in Crane Safety and updated on new hazards and risks identified in other countries. Key Focus Areas • Collaborate with local and international partners on Crane Safety: • National Crane Safety Taskforce • WSHC Industry Committees • Industry and Trade Associations • International WSH Authorities • International Bodies and Associations • Represent in Technical Committees and Working Groups • Present technical papers at Local and International Forums on Crane Safety • Keep abreast of latest developments in Crane Safety such as publication of new Codes and Legislation
