PA eHealth Collaborative 2011 Timeline March: Operational Plan Approved by ONC May–July: Met with key stakeholders July 26-27: Stakeholder Planning Session July 27: PA eHealth Collaborative executive order issued August–October: Compiled stakeholder findings-Organized five committees-Site Visited by ONC-Engaged in committee work-Conducted HIE survey-Held Executive Council briefing November–December: Testified at Senate hearing-Finalized recommendations-Drafted strategic plan and operational plan-Presented draft strategic plan to stakeholders for comments

Progress to Date • Stakeholders have worked together in a very open, transparent and cooperative manner • Medicaid has disbursed $95.7m in HIT incentive payments to 1,719 eligible providers and hospitals since June 6, 2011 • PA Reach - Regional Extension Centers have supported 5115 providers serving over 3.1m unique patients. Recognized physicians and practices as Meaningful Use Vanguards • State Medicaid HIT Plan Update approved on December 20, 2011 - Exploring opportunities to support long term living and behavioral health providers

Progress to Date (cont’d) • Governance legislation to create a public/private authority is being prepared for introduction by Senate Communications & Technology Committee chaired by Senator Folmer • ONC Program Information Notice (PIN) priorities are being worked on to address: • Gaps in use of e-prescribing by pharmacies • Gaps in the ability of independent labs to send structured lab results electronically • Gaps in provider ability to electronically share patient care summaries across unaffiliated organizations – Direct pilot in progress and mini-grant program developed for incentives • Workgroup of state agencies is being formed to scope out project plan to develop internal commonwealth HIE 

  5. Alignment Efforts • Participate in frequent meetings with Regional Extension Center (PA REACH), Medicaid and Department of Health • Attend monthly meetings with PA Medical Society, Hospital & Healthsystem Association of PA, Regional Extension Center, Department of Health and Medicaid • Attend forums to update vendor community on progress of our efforts

  6. Alignment Efforts With Other States • Working with Delaware to enable Direct messaging in PA • In planning phase to convene forum for Mid-Atlantic states (DC, DE, MD, NY, NJ, PA, VA and WV) on March 22 in Valley Forge • Also invited Ohio (because of Ohio’s interest in HIE activities in Western PA) and Puerto Rico
