The Philippine Statistical System • government-wide system of providing statistical information and services to the public • present system is defined in Executive Order No. 121 dated October 1, 1987 • a decentralized statistical system composed of: • a policy-making and coordinating body • a general-purpose statistics producing agency • a statistical research and training center • data producers • data users • data providers

The National Statistical Coordination Board Executive Order 121 – January 30, 1987 Reorganizing the Philippine Statistical System and for Other Purposes • Created the NSCB as the highest policy-making and coordinating body on statistical matters in the country Goal To promote the independence, objectivity, integrity, responsiveness, and relevance of the Philippine Statistical System (PSS).

The National Statistical Coordination Board • Functions • Promote and maintain an efficient statistical system in the government • Formulate policies on all matters relating to government statistical operations • Recommend executive and legislative measures to enhance the development and efficiency of the system, including the internal structure of statistical agencies • Establish appropriate mechanism for statistical coordination at the regional, provincial and city levels • Approve the Philippine Statistical Development Program (PSDP)

The National Statistical Coordination Board • Functions (cont) • Allocate statistical responsibilities among government agencies by designating the statistics to be collected by them, including their periodicity and content • Review budgetary proposals involving statistical operations and submit an integrated budget for the Philippine Statistical System (PSS) to the Department of Budget and Management (DBM) • Review and clear, prior to release, all funds for statistical operations • Develop, prescribe and maintain appropriate framework for the improvement of statistical coordination; and • Prescribe uniform standards and classification systems in government statistics.

Data dissemination policies in the PSS Government Statistics Accessibility Program NSCB Resolution No. 10-1997 • Vision • To make statistical information and services in the Philippines easily accessible by users nationwide and worldwide. • Ultimate Goals • to widen knowledge and facilitate faster and sounder decision-making by making statistical information and services more accessible; • to maximize the benefits from the investments made in data collection.

Data dissemination policies in the PSS Government Statistics Accessibility Program NSCB Resolution No. 10-1997 • Salient Features • Dissemination of statistics as part of an agency’s public information program • Disseminate data once they are available in all forms and channels; simultaneously at both national and local level • Adoption of a uniform pricing policy

Data dissemination policies in the PSS The Interagency Committee (IAC) on Statistical Information Management and Dissemination • One of the 21 IACs/TCs under the NSCB • Composition • NSCB – Chair, NSO – Co-Chair • Members: BAS, BLES, BSP, SRTC, FNRI, NCC, • NEDA, PIA, PMS, PCCI, TUCP • Functions • Discuss and resolve issues • Formulate principles, policies and guidelines; review current policies and mechanisms • Recommend possible consolidation/ enhancements/ improvements; • Identify and recommend continuing capacity building programs (producers and users)

No. 5-2011) • Adoption of anonymization principles and practices • Production of codebook/data dictionary • Shall be made known and accessible to the public • Shall be made available within 6-12 months after the release of final data from surveys

Data dissemination policies in the PSS • Policies on Dissemination • Approving and adopting the general policy on the dissemination of statistics on the Internet (16-2011) • Background • 15 out of 18 Departments have no Statistics page; statistics are found on Reports, Performance, Database pages • 4 out of 18 Departments has no statistics at all on their website • Enjoins all government offices to create a section on Statistics on their website • Statistical page/section shall contain the following: • Dynamic statistical databases; time series data • Data archive • Metadata • Advanced release calendar
