  2. STATE TRAFFIC COMMISSION Overview • The STC consists of the commissioners of DOT, Public Safety, and Motor Vehicles. The STC promulgates regulations establishing a uniform system of traffic control signals, devices, signs and markings for public highways. • The STC has an Executive Director. • The STC office processes all traffic regulatory matters investigated by DOT, • in conjunction with DMV, DPS, and the Legal Traffic Authority of a municipality. • Reports and recommendations are submitted to STC by DOT Bureau of Engineering and Highway Operations - Division of Traffic Engineering prior to the • Commission meeting. • The Commission meets once a month.

STATE TRAFFIC COMMISSION Overview (continued) • The STC regulates certain types of development and any associated impact • on a state highway, specifically…… No person, firm, corporation, state agency, or municipal agency or combination thereof shall build, expand, establish or operate any open air theater, shopping center or other development generating large volumes of traffic, having an exit or entrance on, or abutting or adjoining, any state highway or substantially affecting state highway traffic within this state until such person or agency has procured from the State Traffic Commission a certificate that the operation thereof will not imperil the safety of the public. (CGS Sec. 14-311[a])

STATE TRAFFIC COMMISSION Overview (continued) Furthermore… No local building official shall issue a building or foundation permit to any person, firm, corporation, state agency or municipal agency to build, expand, establish or operate such a development until the person, firm, corporation or agency provides to such official a copy of the certificate issued under this section by the commission. (CGS Sec. 14-311[b]) • STC can order the work to cease, require the applicant comply with specific • conditions within a reasonable period of time, or go to court. • The STC has 120 days to act upon an application. It can also suspend • the review time until the application is complete.

Existingfacility with no existing STC Certificate with an exit/entrance onto a state route or abutting a state route: Existing 90,000 SF 150 spaces 150 90 K New 100,000 SF or 200 spaces NEEDS A CERTIFICATE

Existingfacility with an existing STC Certificate with an exit/entrance onto a state route or abutting a state route: Existing 150,000 SF NEEDS A NEW CERTIFICATE New 150,001 SF 200 150 K OR Existing 200 spaces NEEDS A NEW CERTIFICATE New 250spaces

New or existing facility, not exiting/entering onto a state route or abutting a state route: 1st STEP Review STC Criteria (100,000+ SF or 200+ parking spaces) If the facility meets criteria, then… 2nd STEP Submit a Certificate of Determination (based on location)

Certificate of Determination Submit to STC: • Narrative of existing conditions • and project • Overall site plan showing entire • property, location of project, and • street network STC makes a determination whether the facility needs a certificate or not

RECAP • New Facility - exits/enters or abuts state route and is 100,000+ SF or 200+ • spaces: Certificate Required • Existing Facility with no Certificate - exits/enters or abuts state route and • a new project causes total facility’s square footage to increase above • 100,000 SF or more than 200+ spaces:Certificate Required • Existing Facility with Certificate – any expansion in square footage or 50+ • spaces:NewCertificate Required • New or Existing Facility or change in use with no Certificate – not • abutting a state route and exceeds criteria:Determination ofCertificate

STATE TRAFFIC COMMISSION • What to Expect from Our A/E We should know whether the project might need an STC Certificate before hiring the A/E team….in any event, the A/E needs to review the DPW Permit Checklist and STC Checklist as part of the proposal development • The A/E needs to include services covering best case and worst case • scenarios Best Case Scenario Worst Case Scenario • Determination of Certificate • Traffic study to nearest state • route intersection • No drainage analysis required • Certificate application • Full traffic study • Boundary/topographic/utility surveys • Major drainage analysis

  12. STATE TRAFFIC COMMISSION • What to Expect from Our A/E Sometimes the project won’t require a traffic study, but if one is needed, then make sure the Scope of Work covers the intersections to nearest state route (coordination with DOT Traffic folks)

STATE TRAFFIC COMMISSION • What to Expect from Our A/E Drainage Analysis • A/E needs to think beyond the project boundary. • A/E needs to determine where municipal and DOT drainage systems are located • and if any of the facility/campus drains to a DOT system. • If drainage goes to a municipal system, then we’re in luck.

The A/E will have to • do a full drainage analysis – not just for our project.
