  1. Street Light Technology Vendors ForumOctober 20, 2009-- Energy Efficient Street Lights --Potentials for Reducing Greater Washington’s Carbon Footprint

Background • Electricity used for lighting in residential, commercial, and manufacturing = 16% of total U.S. electricity consumption = 588 billion kWh • Use and cost of electricity is growing • This poses challenges to tight local budgets, the grid, and household incomes • More efficient use of electricity = saving local government and taxpayer dollars = reducing our region’s carbon footprint

Lights Out? • North Andover, MA – turn off 626 street lights (1/3 of town’s total) = $47,000 savings • Dennis , MA – 832 lights off = $50,000 • Montgomery, PA – 31 lights off = $6,000 • Santa Rosa, CA – Remove 6,000 of city’s 15,000 lights, keep another 3,000 off 12 – 5:30 am = $400,000 savings

Opportunity for Energy Efficient Street Lights • Street lights account for up to 38% of a municipality's electricity costs • It is estimated that there are over 13 million street lights in the U.S. – 300,000 in Greater Washington • Application of LEDs (light emitting diodes) and / or smart street light technology will decrease electricity use by about 50% • This technology also dramatically reduces maintenance costs

Ann Arbor LEDs • They are replacing 1,000 street lights downtown…700 already installed • Downtown’s architectural globes -- energy savings 50%(120 watt to 56 watts) • Future plans to replace 800 cobrahead lamps(tests show 50-80% saving) • Total cost savings 20% from energy 80% from maintenance (Metal halide 2 year life)

Smart Streetlight Technology • Widely used in Europe • Install LED or HID lamps and “smart” electronic ballasts • Ballasts communicate over existing power lines or RF • Servers monitor energy use, collect data from traffic and weather sensors, astronomical data on natural light • Data used to dim some or all of the streetlights • Can identify lamps that are out or ready to burn out saving energy and labor costs

Beijing Case Study • Beijing Capital Highway Development Company • This project was installed in the summer of 2008 controlling 4,500 street lights. 1,000 more in 2009 • Street lights are now fully dimmable • Have the ability to perform remote readings of power meters in the control cabinets • Full documentation and awareness of energy consumed

  16. Potentials for Greater Washington Washington Region= 300,000 streetlights= 200 million kWh electricity= 155,491 metric tons of CO2 Potential savings (at 50% reduction)= 100 million KWH = $6 million (assuming 0.06 cents per kWh)= 77,746 metric tons CO2 annually

  17. Cost / ROI • Estimated cost for smart streetlight retrofit for Greater Washington $70 million • ROI approximately 7 years • This does not include the potential future value of carbon offsets

  18. U.S. Top Ten Metro Regions • 4.4 million streetlights in top 10 metro areas • Applying technology can save:-- 1,494.2 kWh-- 1.16 million tons of CO2-- Automobile equivalents = 212,768

Summary • Energy efficient street lights can save about 50% of current electric use • Important savings result from reduced maintenance • LED and “smart street light technology alone or combined • Will soon have new data from demonstration projects • Offers an important opportunity for Greater Washington to address tight municipal budgets and reach GHG goals • Greater Washington should initiate a demonstration project
