Permit Applications one year later • Pending Application Count (April 2013): • 202 permit applications • 12 (non TV-renewal) apps older than six months • 500 permit apps processed in past 12 months • Pending Application Count (April 2014): • 185 permit applications • 11 (non TV-renewal) apps older than six months • 581 permit apps processed in past 12 months

  7. Expedited Air Permitting • In place since May 20, 2013 • Modeled after S.C. DHEC’s program • EPD staff review (no third party review) • Sliding scale for fees and timelines • Optional for applicant • Focus on Construction Permits

  9. Status of Program • 24 Applicants • Permits issued in 2/3 expedited timeline • $120K revenue generated • Compare to fee revenue loss from Ga Power • Customer reviews?

GHG Permitting • July 20, 2014 – Biomass deferral set to end. • D.C Court vacated rule in August 2013, but it was never mandated • October 2013 EPD posted implementation policy in light of failure to mandate • GHG-major sources with non-PSD permits must “begin actual construction” prior to 7/20/14.

  11. Boiler MACT and GACT • Final standards published in FR Feb 2013 • SSPP slowly rolling details into permits • Adding to already pending applications • Companies can request revisions • Conditions as specific as practical • No mass “open for cause”

  12. Rules Changes • Attained 1997 Ozone std Dec 2 • VOC rules with future compliance dates now invalid…. “go into effect 1/1/2015 unless EPA re-designates Atlanta to attainment for the 1997 ozone standard prior to that date” • Rule (mmm) for Data Centers

  13. TSP/PM10/PM2.5 • TSP – Filterable only • PM10 and PM2.5 – filterable and condensible
