  2. Purpose The purpose of this presentation is to describe Network Integration Evaluation (NIE) and discuss how this critical T&E event has evolved over time. UNCLASSIFIED/For Official Use Only
  3. Network Integration Evaluation Is a fundamental shift in acquisition that incorporates the lessons learned in 10 years of Overseas Contingency Operations. It merges the rapid initiative concept for identification of capability gaps and the focused test and evaluation of candidate solutions. UNCLASSIFIED/For Official Use Only WHAT IS THE NIE? The Network Integration Evaluation (NIE) is a series of semi-annual evaluations designed to integrate and mature the Army’s tactical network. Conduct integrated and parallel Operational Tests of select Army programs of record. Evaluate developmental and emerging network capabilities in an operational environment. Assess non-networked capabilities in an integrated operational environment. WHAT’S DIFFERENT ABOUT THE NIE FROM OTHER EVALUATIONS? The Army is making significant changes to how we evaluate capability solution candidates. Integrated evaluations of capabilities rather than discrete evaluations. Synchronized and consolidated feedback loop with evaluations twice per year. Evaluation and integration from PLT to full BCT level. Tactical AO encompassing up to 12,000 sq-km of complex terrain and airspace. Includes opportunities for integrating industry solutions and emerging technologies in parallel. Establishes a network baseline for incremental modernization. The Business Case: Reduced costs thru efficiency and competition/Quicker cycle times/Rapid technology insertions.
  4. Why Does Army Need NIE? SPEED MATERIEL AQCUISITION AND DELIVERY OF FUNCTIONAL CAPABILITIES: It’s a new way of doing business–a fundamental change in how we deliver capabilities to our Soldiers. Increased awareness and dialogue across government and industry. Increased access for competitive solutions. Targeted against prioritized gaps and requirements. Reduced cycle times. Earliest opportunity to examine network integration and modernization activities prior to fielding/deployment. Demonstrate integrated, end-to-end capabilities to the networked leader. ATEC NIE Mission Focus VISION Support TRADOC and ASA(ALT) with responsive, cohesive test and evaluation efforts that enable the rapid fielding of fully integrated capability packages composed of vehicles, network elements, equipment and supporting infrastructure to modernize Brigades. MISSION Lead an Army-wide disciplined, systems engineering approach to acquisition system integration and interoperability. Integrate the test and evaluation of Army Programs of Record (PORs), current force systems, theater provided systems, industry candidates, and other DOTL-PF elements to achieve integrated full-spectrum force capabilities. Provide full spectrum engineering and acquisition support of the technical efforts of RDECOM, PEOs, PMs, industry, and academia through all phases of the Army Agile Acquisition Process to implement Capability Package (CP) and Capability Set (CS) Integration especially in the Network Integration Evaluations (NIEs).   6. How NIE Is Changing ATEC’s T&E Processes Concurrent test of PORs and systems. 3000 plus operators conducting operational testing and training on the DoD’s largest developmental test range. Requires inter-command contracting reliance (documented Lean Six Sigma (LSS) savings of $4~5M per NIE and $35M over the POM) Requires emphasis on common data collection tools, instrumentation, expertise, and efficiencies. Requires ATEC to operate as an enterprise. NIE represents the greatest expanse of real estate, DoD ranges, and communications infrastructure available to the Army.   16. NIE System Definition Types Capability Set Baseline Systems: A set of systems that have been determined to be part of the Army’s baseline. An assessment will be conducted during an NIE to evaluate the end-to-end performance of these Network baseline capabilities prior to fielding; however, there may not be a DOTMLPF assessment on each system. The CS baseline system(s) may be part of an overarching network evaluation. These systems must also meet all delivery, integration, and training requirements to participate in the event. Carryover/Resubmissions: A system that has previously participated in the NIE with positive results and has been identified for continued participation. Carryover systems may have already been determined as part of the Army’s Network Baseline. These systems will not receive an evaluation. These systems must meet all delivery, integration, and training requirements to participate in the event. Demonstration (or Demo): A system that has been identified to participate in the NIE that has minimal impact on NIE resources. These systems will require little or no training, test, or integration resources. Evaluations can be done on these systems; however, results are not formally submitted to the Army via the DOTMLPF Report. These systems must meet all delivery, integration, and training requirements (if applicable) to participate in the event. System Under Evaluation: A System that has gone through the Agile Process Candidate Evaluation Process and been approved by a GOSC, G-3/5/7, and BMC to participate in the Network Integration Evaluation (NIE) and receive a DOTMLPF assessment. The system must meet all delivery, integration, and training requirements to participate in the event. System Under Test: A system that has been approved by the TSARC to undergo a formal operational test during the Network Integration Evaluation (NIE). The system will be fully instrumented to collect test data for this operational test. The system must meet all delivery, integration, and training requirements to participate in the event.
