  2. Introduction The aim is to look at the new updated Safeguarding Adult Guidelines. The guidelines cover the 3 authorities: Southend, Essex and Thurrock so there may be differences in how they are implemented. The guidelines will go live on 1st April 2019.

  5. PROCESS Different 4 stage process

Stage 1 HEADINGS IN CONCERNS (Stage 1) Safeguarding adult concern form (SETSAF) Initial conversations with the adult at risk Referral to police - including online portal Raising a concern with the local authority NEW - What can the referrer expect? NEW - Alternative pathways if your concern is not a safeguarding issue

Stage 2 HEADING IN ENQUIRY (Stage 2) Planning an enquiry NEW - Safeguarding management plan – replacing the risk management plan NEW - Other organisation support in S.42 enquiries Safeguarding meetings – was formally stage 3 Supporting the adult NEW - Support for people who are alleged to have caused harm – change in terminology from alleged perpetrator

  8. Stage 2 HEADING IN ENQUIRY (Stage 2) cont: Disclosure and Barring Service (DBS) People in a position of trust Local Authority Designated Officers (LADO) Safer recruitment Updated - Organisational safeguards NEW - Death during a safeguarding enquiry

  9. Stage 2 Taken from guidelines - Mapping out with the adult, and identifying strengths and their personal network may reduce risks sufficiently so that people feel safer.

  11. Stage 3 SAFEGUARDING ADULT MANAGEMENT PLAN REVIEW (Stage 3) The purpose of the review is to: Evaluate the effectiveness of the adult safeguarding management plan Evaluate whether the safeguarding management plan is meeting/achieving outcomes Evaluate risk.

Stage 3 ACTIONS WITHIN THIS NEW STAGE: Review the safeguarding management plan Ensure that any recommendations have been implemented Ascertain that risks have been reduced sufficiently and that the adults' safety and wellbeing continue to be sustained Evaluate the effectiveness of the safeguarding management plan to ensure it is achieving outcomes and alter if necessary Ensure the adult agrees the review.

Stage 4 • Closing the enquiry (stage 4) • Safeguarding enquiries can be closed at any stage. • All actions have been taken. • NEW – case closure and other investigations • Adults should be advised on how and who to contact if there are further concerns. • Closures should note the reason andthe views of the adult. • If it is has not been possible to contact the referrer this should be clearly documented in case notes with reasons why, including attempts made.

What do you need to do? • Check through and update • Policies or procedures within your organisation • Safeguarding adult training (either in house or commissioned) • Intranet sites to see if they have information/links • Circulate communications within your organisation to ensure the staff in your organisation know about the new guidance and the changes
