Architect and Engineer Services • Solicited by Request for Qualifications (RFQ) ● Qualifications based selection ● Evaluation Committee Convened ● Firms submit SOQ’s ● SMWBE Preference in Selection ● Can be 1 or 2 step ● Fee/Rates NOT considered ● Negotiate fees with top ranked firm(s) ● Specific project or on call services

  4. Construction: Design Bid Build (DBB) • Solicited by Invitation for Bids (IFB) ● Plans and Specifications Complete ● 21 day bid period ● Award made to lowest responsive, responsible bidder meeting specifications

  5. APDMs ● Alternative Project Delivery Methods Alternatives to Bidding ► Job Order Contracting ► Construction Manager @ Risk ► Design Build ● All are qualifications based selections ● All selections use the Request for Qualifications

Job Order Contracting (JOC) ● Solicited by RFQ- Usually a 1 Step Process ● Statutory Committee Members: Registered Architect / Engineer Senior Employee of a Contractor ● For multiple construction projects ● Job order limits set forth in RFQ ● One year / up to four annual renewals ● Pricing negotiated with top ranked firm(s)

Construction Manager @ Risk ● Solicited by RFQ- 1 or 2 Step Process ● Statutory Committee Members: Registered Architect / Engineer Senior Employee of a Contractor ● Separate contract for design services ● Negotiate with top ranked firm for: Fee ( Profit & Overhead) Pre-construction services fee: fixed amount General conditions: estimated weekly amount ● Construction initiated by GMP amendment

Design Build Solicited by RFQ- 1 or 2 Step Process ● Statutory Committee Members: Registered Architect / Engineer Senior Employee of a Contractor ● Single contract for both design & construction services ● 2 step process: Qualifications / Interviews or ● 2 step: RFP for technical and price proposals ● RFP- Unsuccessful offerors may receive stipend

  11. Selection Process: 2 Step Step 2: Step 1 Produces “Shortlist” Shortlisted Firms are Interviewed Same Committee Interviews Interview Topics Provided No “Carry Over” from Step 1 Interview Scoring Produces Ranking Negotiate with Top Ranked Firms(s)

Typical APDM Evaluation Criteria • Experience and Qualifications of the Team • Experience and Qualifications of the Firm • Relevant Project Experience (firm/team) • Financial/Insurance Information (bonding capacity, company rating) • Safety Record (EMR) • Management Plan (method of approach/schedule) • References

RFQ Response Strategies • Read Evaluation Criteria carefully • Attend Pre-Submittal Conference • Respond specifically to what was requested • Add additional information only after response criteria has been answered • Prepare response package as instructed • Adhere to recommended length of response • Contact Responsible Contract Officer for guidance • Visit Agency to review successful responses • Attempt to distinguish your firm from others • If unsuccessful, schedule debriefing
