Through procurement, management, back office Sensible business sense with smaller budgets Reduce duplication and increase efficiencies – Economies of scale Risks and focus on outputs Retain public sector ethos and knowledge Money remains in public sector! London Boroughs of Newham and Havering – different political groups A real alternative to outsourcing - reduced setup costs, speed and reducing the need for TUPE or pension funds impact .
