  2. Performance Management • Basic Principles: • Set Clear, Measurable Expectations For Each Teacher Aligned With School Goals (Student Achievement) • Develop Against Those Expectations • Provide Frequent Formal and Informal Feedback • Provide Differentiated Support

Performance Management • Time and Attendance Expedited Disciplinary Procedure • Ratings • Be accurate! • Rate comp time, OTP, comp time, ATR, per session • No minimum amount of documentation required for U rating. • Observations • Focus on Student Work • Tell the Whole Story, Not a Snapshot • Require (not “recommend”) PD and Follow-Up • Direct and Concise • Debunk the Myths (e.g. must be ½ and ½; informals are not for file) • Poor Performing Tenured Teachers: PIP+; Labor Support Unit; Teacher Performance Unit

Performance Management: Progressive Discipline • Concept: Verbal Warning  Disciplinary Letter/Written Reprimand  Suspension Without Pay  Termination • Disciplinary Letters: Investigate; Disciplinary Conference (with Union Rep.); Letter With Factual/Disciplinary Conclusion • Tenured Pedagogues: • 3020a Charges (misconduct or incompetence) • Expedited Time/Attendance Disciplinary Procedure • Non-Pedagogues/Administrative: • Disciplinary Letters; Suspension; Termination

School-Based Options • Modify provisions of UFT contract: • class size, rotation of assignments/classes, teacher schedules, faculty/grade conferences, rotation of paid coverages, small group instruction ratios, certain Compensatory Time Positions, Professional Activity menu • Timeline • Approval Process

  6. Professional Activity Assignment • Teachers perform various instructional, professional development, and/or administrative duties. • Professional Activity Assignments are working periods and not teacher-directed; administrators should observe/supervise teachers during these assignments. • Principals, after consulting with the UFT chapter leader, determine number of positions for each menu item (which may be zero), responsibilities, and qualifications required for each activity.

  7. Professional Activity Menu • Small group instruction (not to exceed 10 students) • One to one tutoring • Advise student activities such as clubs, teams or publications • Perform student assessment activities (including portfolios, performance tests, IEPs, ECLAS, etc.) • Professional development/prepare staff development workshops and demonstration lessons • Common planning time • Conflict resolution for students • Cafeteria Duty (administrative activity) • Schoolyard Duty (administrative activity) • Hallway Duty (administrative activity) • AM Bus Duty (administrative activity) • PM Bus Duty (administrative activity) • Homeroom (administrative activity) • Provide inter-disciplinary articulation • Develop multi-cultural curriculum • Develop Programs to integrate technology into the daily life of the classroom

Professional Activity Assignments • Teachers in Compensatory Time Positions and Athletic Coaches will continue same duties during professional activity pursuant to plan approved by principal. • Homerooms • Fulfill professional activity assignment. • Consider if in students’ best interests. • May extend 1 period for “housekeeping” tasks. • Arbitration decision: 1) may extend instructional period for “housekeeping” tasks; 2) no split assignments. • Teachers cannot grieve assignment.

  9. Professional Activity Assignment • Teachers submit preference sheet with three preferred professional activities • Principals determine assignments based on qualifications (not seniority!) • If all of preferences are rejected, teacher may submit preference with three other activities • If insufficient number of teachers select activity, you may involuntarily assign teachers to that activity in reverse seniority order
