  2. Public Financial Management System (PFMS)...... PFMS is an end-to-end solution for processing payments, tracking of funds, accounting, and reporting. It is a unified platform for releases, monitoring and last mile utilization of funds.

Main Action Points • Creation of Fund Flow Hierarchy and Component Mapping Action: Programme Division • Treasury Integration: Linking State Treasury with PFMS Action: PFMS Team and State Government • Creation of state Scheme on PFMS • Action: SPMU and State Government • Registration of State Implementing Agencies: Action: State Government and SPMU • Use of EAT module by agencies below state Government Action: SPMU and State Government

  4. Definition of EAT Module • EAT means Expenditure, Advance & Transfer. • Expenditure and Advance to Vendors. Transfer to Agencies. • This module facilitate the expenditure filing out of GIA released by both Centre and States. • The funds used by the lower level agency will automatically reflected as expenditure in the books of Parent Agency.

  7. Govt of India’s Directions for Implementation PFMS Government has mandated use of PFMS for all state Government/agencies receiving funds from Government of India. Enabling provisions have been made in General Financial Rules 2017 No further funds are to be released if the recipient has not utilised the previously released fund through PFMS. The balances shown as unspent on PFMS may become the reason for non release of further funds.
