  1. Fiscal Year (FY) 2023 Indian Housing Block Grant (IHBG) Competitive Grant Application Review Training Rating Factor 2 Need/Extent of the Problem Maximum total 25 points 1

Rating Factor 2: Subfactors You must support a description of your needs and the extent of the problem with credible, reliable, and quantitative information. 2.1 – Need For Funding – Formula Data (Up to 10 points) 2.2 – Need For Funding - Project Beneficiaries (Up to 5 points) 2.3 – Need For Funding – Non-Formula Data (Up to 5 points) 2.4 – New and Previously Unfunded Applicants (Up to 5 points) 2

  3. Subfactor 2.1: Need for Funding – Formula Data (Up to 10 points) HUD has established a Needs Table to determine the need for funding in Tribal areas. The ratio is based on dollars allocated to a Tribe/TDHE under the IHBG Formula Program for need divided by the total of Native American and Alaskan Native (AIAN) households. 3

  4. Subfactor 2.1: Need for Funding – Formula Data Examples of identified need factors to address in the application. (Address only factors relevant to project): 1. Annual income below 80 percent of the median 2. Overcrowded or without kitchen or plumbing 3. Housing cost burden greater than 50 percent of annual income 4. Housing shortage (number of low-income AIAN households less total number of NAHASDA and Formula Current Assisted Stock). 4

  5. Subfactor 2.2: Need for Funding - Project Beneficiaries (Up to 5 points) Applicants must explain in the narrative or supporting attachments: 1. Identify how many families will benefit from the project 2. Identify how families will be selected 3. Demonstrate the need for the project among eligible families who will benefit 5

Subfactor 2.2: Need for Funding - Project Beneficiaries • Families may be identified by providing waiting lists or other demographic information • Ensure any personally identifiable information is removed (name, address, social security numbers, etc.) • Can include information about local housing conditions using IHBG formula data or data from local survey • Selection can be based on tenant selection plan or waiting list priorities 6

  7. Subfactor 2.3: Need for Funding – Non-Formula (Up to 5 points) • Applicant must indicate need for funding not accounted for in the other Rating Factor 2 Subfactors 1. Information must be addressed in workplan narrative 2. Must address challenges and expenses related to availability of infrastructure for affordable housing development 3. Include current operation costs and how those needs can be met with IHBG formula funding 7

Subfactor 2.4: New and Previously Unfunded Applicants (Up to 5 points) • Applicant will receive points if: • You did not receive a FY 2018/2019, FY 2020, or FY 2021, and FY 2022 IHBG Competitive grant award, or did not apply (5 points) • You received an award under the FY 2018/2019 and/or the FY 2020 IHBG Competitive Grant. (3 points) Applicant will receive zero (0) points if you received a FY 2021 and/or FY 2022 IHBG Competitive grant award HUD will also review the corresponding tribe or TDHE when awarding points 8
