Develop and grow the use of regional cycling trails WAIKATO EXPRESSWAY Region’s number one transport priority • BAY OF PLENTY • Support of inter-regionally significant transport activities • To be confirmed with RTC SH3 Improve network resilience, route security and safety in recognition of its function as a key tourism, freight and energy corridor. EXTENSION OF WEx to Piarere Region’s number two transport priority SH5 Important inter-regional route connecting the lower BoP and Hawkes Bay regions supporting tourism function. NIMT Promote as primary rail freight corridor connecting upper and lower North Island. Note: Currently checking strategic corridor classifications for final map SH1 South of Taupo Improve network resilience, route reliability and safety in recognition of its function as a principal route linking Upper NI to WGN • TARANAKI • Support of inter-regionally significant transport activities • To be confirmed with RTC

Draft maps of strategic corridor policy Support key Hamilton City projects that serve the economic development needs of the greater Hamilton Urban Area Prioritise and optimise networks and services for different modes e.g. public transport Ensure regionally significant corridors are protected and developed to serve the future development and transport needs of the region e.g. SH21 recognising its status as a key link for people and freight movements between SH1 and SH3 and Hamilton Airport Develop transport infrastructure services in high growth urban areas consistent with national policy requirements Note: Currently checking strategic corridor classifications for final map

RLTP review - recommendations • That the report “Endorsing the Investment Logic Map policy framework for 2018 Regional Land Transport Plan Review” (Doc # 11033492 dated 13 September 2017) be received for information. 2. That the Regional Transport Committee endorse the Investment Logic Map in Section 3.2 of Attachment 3 to this report.

  7. Nominations for 2018 RLTP Review Hearing Committee Recommended that a similar RLTP Review Hearing Committee structure be appointed as in previous RLTP reviews

Recommendations • That the report ‘Membership structure and nominations for the 2018 update to the Waikato Regional Land Transport Plan 2015-2045 Hearing Committee’(Doc # 11041113 dated 14 September 2017) be received. • That the Regional Transport Committee confirms the membership structure and nominations for the 2018 update to the Waikato Regional Land Transport Plan 2015-2045 (2018 RLTP) Hearing Committee. • That the Regional Transport Committee recommends the nominations to the Waikato Regional Council Hearings Appointment Subcommittee for appointment.

  9. Recommendation NZTA – Mobility as a Service • That the report ‘New Zealand Transport Agency – Mobility as a Service’ (Doc # 11063676 dated 14 September 2017) be received for information.

  19. Pedestrian and cyclist crashes Small increases in speed greatly increase risk. At 50km/h the risk is 4x that at 30km/h. At over 90km/h the risk profile is fatal only. 110+ Cycling and pedestrian injury risk vs speed curves are very similar(Mackie Research Ltd)

  20. Recommendations: • 1. That the report ‘Road Safety Monitor Report – October 2017’ (Doc # 11035663 dated 14 September 2017) be received for information. • 2. That the Regional Transport Committee request the NZ Transport Agency to explicitly consider and mitigate for the safety of cyclists when planning for the implementation of 110km/hr speed limits on the Waikato Expressway. • 3. That the Regional Transport Committee request the NZ Transport Agency consult with the Waikato Regional Cycling Steering Group and Regional Road Safety Forum on the matter of planning for safe cycling along the Waikato Expressway corridor, where that section is intended to be upgraded to a 110km/hr speed limit, and report the outcomes back to the Committee for information.

Waikato STE Facilities - Detailed Business Case • Scope: • Further developing the understanding of the problems • Extending on the previous work and recommended sites • Identifying the planning, engineering, risks & uncertainties • Identifying recommended site options • Process • Identification of issues, problems & benefits • Partners & stakeholders workshops • Assessment of project sites (options) • Prioritisation of ten sites (high, medium & low)

Programme and Funding Programme Highest priority stock truck effluent disposal sites: • SH29/SH24 Kaimai (MPDC) • Taupo SH1/SH5 Intersection(Taupo DC) • Z Stop Turangi (Taupo DC) • 8 Mile Junction, SH3 & SH4 (Waitomo DC) Funding • As at 1 July 2017 WRC funding was $391,667 • WRC allowance for $15k per site per annum for maintenance & operation - ongoing

Recommendations • That the report ‘Waikato Stock Truck Effluent Disposal – Identifying the Way Forward’ (Doc # 11018313 dated 19 September 2017) be received. • That the Committee endorses the priority stock truck effluent disposal sites for implementation as outlined in Table 1 of this report. • That the Committee support proceeding with the project with the use of the existing Waikato Regional Council (WRC) funding to provide a local share for constructing the first 3 to 4 high priority sites by December 2018 and secondly to proceed with the remaining sites, pending funding approval through the WRC 2018-28 Long Term Plan process. • That, subject to Committee support for the recommended stock truck effluent disposal facilities implementation plan and budget, a letter be prepared and forwarded to NZTA confirming the arrangement.

  29. Recommendation Speed Limit Setting Process • That the report “Speed Limit Setting Process” (Doc # 11062491 dated 14 September 2017) be received for information.

  30. Recommendation • Regional Transport Issues Forum • That the report “Regional Transport Issues Forum” (Doc # 11034584 dated 14 September 2017) be received for information. Opportunity for RTC members to raise any regional transport matters that require consideration by the Committee.
