  • Time intensive study. Massive amount of work involved with preparing model data, planning simulations, running simulations, interpreting results, planning and running follow-up simulations.
  • DWG engineering people-hours became scarce in 2008. DWG composed of volunteers from TSPs within ERCOT. DWG members experienced a significant shift in workloads within their companies during 2008. In addition to normal transmission planning duties:
    • Surge in generation interconnect studies
    • Surge in industrial load facility interconnect studies
    • Special reliability studies

Lost some DWG expertise in 2008 due to promotion/reassignment of duties.

For making a decision on the maximum amount of LaaRs that can be reliably deployed via underfrequency relaying:

  • The driver is how the LaaR relays are, or will be set in terms of frequency trip setting. In general:
    • Lowest allowable LaaR amounts correspond to scenarios where all LaaRs trip at the same frequency.
    • Higher LaaR amounts are allowable to varying degrees as LaaRs are spread out over a range of trip frequencies.
  • The secondary consideration is how the LaaRs are, or will be geographically distributed.
  • Section of the ERCOT Protocols allow a LaaR to be deployed at up to 150% of the amount requested by ERCOT at the time of testing the LaaR. This potential variance between contracted and actual LaaR amount should be considered when establishing LaaR limits.
next steps

At this point, the DWG seeks the following answers from ROS/TAC:

  • Are the study conclusions pertaining to the 59.7 Hz tier sufficient for ROS/TAC decision making?
  • Lacking quantitative conclusions for the 59.8 Hz tier…
    • Is there still a need for higher tier LaaRs?
    • If so, we need to specify the following 59.7 Hz tier parameters for such analysis:
      • LaaR relay trip frequencies.
      • LaaR locations.
