Every object in a state of uniform motion tends to remain in that state of motion unless an external force is applied to it. That means that an object will stay in the same place unless some force is thrust unto it. In this case a boat will stay in the same place unless wind, water, or some other force (like a cannon ball) touches it. In another case, a cloth stays on the ground until some wind blows on it.
