Regional Working Parties • The WGPS Vice Chairmen will chair the RWPs for their region and insure that the interests and needs of their region will be incorporated into the work of the relevant PGs and the deliberation of the WGPS. These Vice Chairmen will be responsible for working closely with WGPS membership of the region, with the ITU Regional Offices and BDT programme managers in order to implement the Terms of Reference of the WGPS as decided by WTDC 2002. The following ITU-D Members were elected as WGPS Vice Chairmen: -  Africa Region: Mr. Cheikh Tidiane Mbaye, General Manager, SONATEL (Senegal) -         Americas Region: Mr. Alberto Zetina-Velez, Vice President, Latin America, Ericsson (Mexico) -Arab States Region: Mr. Mahmoud El-Soury, Chairman, TELECON Consultants (Egypt) -         Asia-Pacific Region: Mr. T.V. Ramachandran, Director General , COAI (Cellular - Operators Association of India) (India) -         Europe &CIS Region: Mr. Traian Stanescu, President, Logic Telecom (Romania)

Program Groups • The WGPS established PGs that will provide advice on private sector issues and interests as regards the different IsAP programs and the WSIS, as reflected in the Terms of Reference of this Group. • The five Vice Chairmen of RWPs will also serve as Chairmen of the PGs. • WGPS has also elected two Chairmen for the PGs on LDCs and the WSIS • Programme Group 1 (Regulatory Reform): • Chairman: Mr. Mahmoud El-Soury • Programme Group 2 (Infrastructure & Network Development) Chairman: Mr. T.V. Ramachandran • Programme Group 3 (E-Strategies and Applications) Chairman: Mr. Alberto Zetina-Velez • Programme Group 4 (Economy and Finance) Chairman: Mr. Traian Stanescu • Programme Group 5 (Human Capacity Building) Chairman: Mr. Cheikh Tidiane Mbaye • Programme Group 6 (Least Developed Countries) Chairman: Mr. Abdigani Jama, Secretary General, Somali Telecom (Somalia) • Programme Group 7 (WSIS) Chairman: Mr. Riad Bahsoun, General Manager, Telecommunication Information Technology (Lebanon) • Rapporteurs will be appointed for each PG to assist the Chairman in advancing the work of the PG, and in developing new and revised reports, advice and proposals of the PGs.

Priority Issues • The Private Sector is in a view that the fundamental issues for building a Global Information Society are: • 1.         Legal and regulatory environment that promotes ICT investments and good governance. • 2.         Infrastructure and universal access to ICT services in developing countries, with particular attention to • LDCs and to isolated countries or small islands and, within each country, to the needs of disadvantaged • groups such as women, youth, disabled, inhabitants of remote, rural or deserted areas and indigenous • communities. • 3.         Convergence of multimedia and broadcasting. • 4.         Rules and missions of stakeholders. • 5.         Relevant ICT services and applications for users’ needs. • 6.         ICT security. • 7.         E-applications such as e-commerce, e-banking, e-health, vocal and tactile e‑applications, e‑education. • 8.         Development of human capacity. • 9.         Gender balance and gender focus. • 10.     Promotion of ITU-D Sector membership.

  8. Working Methods • Since the WGPS will be meeting annually, the RWPs and the PGs will carry on their work largely using electronic tools (e-mail and forum). Any meeting of the RWPs or the PGs will be financed through specific arrangements and resources provided by the participants so that there is minimal BDT budgetary impact. Each RWP and PG will be responsible for determining its working language(s) and for taking responsibility for translation. • Since advice to the Director of the BDT by the WGPS must be approved by the TDAG, the WGPS asks the TDAG to consider adopting a on-line working process, for the interim period between the two TDAG meetings by which the TDAG can review and take actions on WGPS proposals. Timely review of WGPS proposals will be important so that private sector issues can be taken into account over the coming year in BDT implementation and planning of IsAP programs and initiatives. • Proposals from the WGPS could be reviewed and acted upon on line within 30 days of introduction of recommendations. If no objection had been registered within 30 days, the WGPS recommendations would go forward. If there were concerns expressed, the TDAG and the WGPS would seek to find a satisfactory solution within an additional 30 days.

  11. الدور المطلوب من أعضاء قطاع التنمية في المنطقة العربية • التعرف على آلية العمل الجديدة للقطاع الخاص العربي في إطار قطاع التنمية بالاتحاد الدولي للاتصالات. • العمل التطوعي في أنشطة فريق العمل الإقليمي العربي Arab/RWP والذي يتخذ من مقر المكتب الإقليمي العربي بالقاهرة أمانته الفنية. • العمل التطوعي في برامج العمل السبع المنبثقة عن مجموعة العمل الرئيسية للقطاع الخاص WGPS. • المشاركة في الاجتماعات السنوية التي يعقدها المكتب الإقليمي العربي في المنطقة لدعم القطاع الخاص، ومنها الاجتماع الرابع المبرمج عقده في عمان- الأردن خلال الربع الأخير من هذا العام . • المشاركة في الاجتماعات وأنشطة فريق العمل العربي للقطاع الخاص والتنسيق في هذا الشأن مع رئيس الفريق السيد/ محمود الصوري، ومع المكتب الإقليمي العربي. • بذل الجهود حيال انضمام أعضاء جدد لقطاع التنمية
