An offi cial of the Gauhati Medical College and Hospital told PTI that one person was “brought dead” and another succumbed to injuries while undergoing treatment. The offi cial, however, could not give their names, saying that “they were brought unidentifi ed”. The violent protests also spread to Meghalaya’s capital Shillong on Thursday, a day after the Rajya Sabha passed the contentious bill. The administration has imposed a curfew in the city and has also shut down mobile internet for 48 hours. In Guwahati, thousands defi ed the curfew and took to the streets, prompting police to open fi re. But today , they are being nor- malized, enabled, and even encour- aged by the state, which is promot- ing an aggressive form of Hindu nationalism that looks increasingly like mob rule. India’s diversity and complex civilizational legacy are now under assault, and it is shaking the very foundations of Indian democracy . In August, PM Narendra Modi’s govern- ment stripped J&K – India’s only Muslim- majority territory – of its special status, which had granted it considerable autonomy, and split it into two “union territories” over which the central government now wields more direct control. In order to stave off unrest, the govern- ment deployed thousands more troops to Jammu and Kashmir before announcing the changes. It then placed prominent local poli- ticians, including former allies of the ruling BJP, under house arrest; enforced a curfew on residents; restricted movement into, out of, and within the state; and imposed media and telecoms blackouts. Months later, most Kashmiris still lack In- ternet access. Despite the blackout, sporadic reports paint a dark picture of repression by armed forces. Civilians have reportedly sus- tained severe injuries from crowd-control tac- tics, and thousands of locals – including chil- dren as young as nine – are languishing in jails. Yet, rather than defend the rights of Kash- miri citizens, the SC has postponed hearings on relevant pleas. As for the rest of India’s population, they have largely ignored, ac- cepted, or applauded the assault on J&K. The Bench said appointments could be delayed if the government sent back the names or when Su- preme Court and High Court colle- gium may not be in agreement but the names once approved by the col- legium should lead to the govern- ment taking a decision without delay . In the case where the recommen- dation of the High Court collegium meets the approval of the Supreme Court collegium and the govern- ment, their appointment at least must take place within six months. “This is not to say that in other cases the process should not be completed within six months,” the Bench said. According to all India figures, against a sanctioned strength of 1079 of the judges in the High Courts, the working strength is only 669. There are 410 vacancies and 213 recommendations are in process with the government or Supreme Court Collegium while names are yet to be received from High Court Collegium for 197 vacancies. The Bench said it will confine its proceedings on 213 names and asked the Attorney General to pro- vide data as to when the process was initiated. After the Supreme Court Collegi- um clears the names, the law minis- try has to put up the recommenda- tions to the Prime Minister in three weeks who is to then advise the President.
