Cost to government of current service provision: Ongoing operating subsidy Infrastructure maintenance and investment costs New vessel costs How were these costs met in the past and why is that no longer appropriate or sustainable for the future?? 2. Elements of current service provision – not meeting ‘user’ needs? Routes, Fares, Journey times, Frequency, Operating hours, Reliability, Punctuality, Quality, Integration, Accessibility, Operational convenience Information obtained from consultation workshops and SP / household / business / freight surveys on a ‘community’ basis 3. Elements of current service provision – not meeting national policy needs? Government’s purpose - Sustaining vibrant island communities – grow population, economies and productivity, Reduce Regional disparities, Environment / climate change targets, Cost effectiveness 4. Lack of consistencyin service provision, lack of strategic approach All of this could be brought together in Problems & Issues / Consultation Report to give a clear picture of the problems & issues the Review is specifically setting out to tackle Problems / Issues – Four Perspectives?
