Technical Part 4\5 Transactions Approach: The System uses Online-Transaction techniques, that gives the following capabilities: • The system knows what are going on anywhere in the system on the real time it occurs. • Any error does not suspend the system! The systems comes over and continue while the error is under processing or hold for later treatment.

  17. The system manages more than one process at the same time (When no dependency) • Error detection at the real time it occurs. • Reduce process time and optimize the performance. • Gives the user/client direct, fast, and accurate answer at the time of the inquiry.

  18. The system uses the Posting techniques, therefore any data operation can be draft, canceled, delayed, and/or posted. (un-posting is available for privileged users) • Commit and / or Rollback are available at any time. • In central/branches environment, online approach gives the exact, right, and fast answer about: Collection, meter reads, and any type of transactions. Specially when using ElectronicCollectioncompensations among Branches!

The system administrator can grant the privilege of any type of transaction on certain module and under certain constraints to a certain user. • Any process can be restricted to certain criteria, and therefore a privileged user can collect/post/calculate and print certain bill in less than 1 minute! • Its possible also to work using batch approach. But with many less features.

  20. Technical Part 5\5 Branches Management: In Central / Branches environment, the branches management is a very hot issue: We developed e-BLL Agent to: • Manage Branch ~ Central ~ Branch relation. • Enables the remote management capability. • Control the branches in-between operations.

CIS Customers Information System treats: • Customer fixed data (Personal, property, contractual, …etc) • Technical information (GIS Link) • Customer historical data (any change/update/Delete ... etc) with date/user of the transaction • Suspension/Activation or any other type of process the customer status. • The System classifies customers according to any (or combination) of: Home/Commercial, Usage, some technical factors, …

Each Customer/Meter Number is a subscription • Full data inquiry • Statistical reports by: Status, Type, Usage, Consumes, locations, regions, … • Each branch has is Customers Database, and the central database has a replication of all branches data. • Full Reporting System. • The system enables classifying Special customers with special procedures.

Pricing (The most powerful pricing tool) • The system have two options for pricing: • Fixed meter unit price • Pricing Slides (Tariffs) • For any pricing policy, the system can assign different tariff for: • Different customers types • Different customers by usage • Different regions (If required) • The system can assign some customers with a special pricing policy, and for a certain period. (for special purposes) • Pricing slides can be fixed for all customers or vary according to certain criteria.

  28. Any used tariff is not updateable, but a new version with new values can be generated. • A draft Tariff can be created for statistical & estimations purposes. Like saying: If we use this Tariff we will get these expected variation in consumes / money. (Impossible in batch techniques) • The System indicates if there are any customers out of the slides before the calculation.

Billing (The fastest) • Very easy graphical procedure to calculate bills (or a bill) • Enables to calculate all, or any criteria of customers (examples): • Certain Customer • From location to location (and regional) • Type (or usage) of customers • The billing automatic assign each customer at run time to its tariff record according to the classification of the customer, the pricing policy, and if the customer may has a special pricing definitions.

The easiest • The system can recalculate any bill (criteria of bills) • In case of any variation on the calculated bill/bills than the previous one(s) the system generates a new version of the bill/bills automatic. So, any modified bill can be tracked historically. • Customers with errors appears through the calculation are listed aside, and stored for correcting their mistakes and recalculated again. • The system is able to assign special 4 lines message to the bills (according to many criteria's) • Its possible to send certain customer a certain message! The criteria can be: Location, Region, Type, Usage, Value of consumes, Consumes, …

The easiest 2 • The calculation is always draft until posting. • The bills can be printed using several printers at the same type, and these printers can be in several locations, without any overlapping. • Any wrong bill can be treated completely alone, from the meter reads process, collection process, and calculation process in no time.

  32. Real Statistics • GDECO customers around 150,000 • The system monthly enlarged with around 600,000 record. • Full calculations for this number is around 20 minutes. • Posting payments make around 800 payments / minute.

Customers may have no time. • The accuracy and verifications are very important also. • Manage the enough number of collection points. • The short time between the consumed units and collecting their values = The success of the business!

Very important features • The collection structure works like bank cashiers. • The system accepts payments cash, checks, bank, partial payment, and on debit. • Online verifications take place while the collector and the verifier in 2 different physical places. With online posting/revision request.

Meter Reads • Meter Reads collected through readers using preprinted reports to fill. • Closed houses, and defected meters are considered. • The system measure over/under average meter consumes. • Palms can be used to get meter reads. • Sheet entries for fast entry and authentication. • Full reports to revision before posting.

Security (Strong & Easy to deal with) In addition to the OS Security: • The system inherits Oracle Security • Use the concept of Groups / Roles • The privileges are task-oriented derived. • You do not need a DBA to control your security! We have our own GUI privileges Manager Software. • System can prevent multiple login, and fix special user to login from certain machine!

User usually can login from any machine • Only the privileged modules are enabled. • The system records each change on the database in an special achieving file, and gives full inquiry to the super user(s) to track any user events. • Branches users (when connected to the central) and through the EBLL agent are under full control from the super user in the central. • Certain users can be privileged object access rights (Query, Insertion, Deletion, Update)

Control Monitoring the System: • Monitor each user and his current activities. • Monitor the collection rates, places, and operations. • Monitor the readers activities • Suspend/Disconnect/Activate/Retire any user on the system remotely • See & print statistical graphs describe the system operations grows, and status.

Report Manager • Reports are classified on job-oriented groups. • Each user has certain privileges for certain reports. • User can send his report to any printer in the network. • The system detects any report will be sent to printer by more than one user at a time! • The reports are two types: Laser Reports Goes to laser printers & Character Reports goes to Dot-Matrix Printers.

Inspection System - Team Works, vehicles, engineers, … - Vehicles operations (to be linked with the Accounting) - Inspections, and inspection details, with transactional history. - Customer’s suits or cases and arbitrates. - Cases, cases details, and case’s ankylosis. - Notice management - Meters operations ( Installation, inspection, …) - Legal Consultant notice management. - Inquiries and reporting system.

Meter Reads Management - Readers assignments and control their results. - Manages the vehicles used for readings or shared with other departments/tasks. - Readers comments (linked with the inspection system?) - Readers Management, schedules, and comparing their results with the observer authentications. - Inquiries and reporting system.

  47. Archiving System This module archive every transaction occurs in the system, classified by its type, customer, date, and user. This system is linked to: - The CIS - The payment system - The services and maintenance system - The Customers Services System (CSS) - The Cutting Module - The inspection System - The financial system (in future)
