  3. c3: Using Data to Improve Instruction • Our RttT plan will ensure that every teacher and instructional leader in NC; • Has ready access to a high quality instructional improvement system containing assessment and data analysis tools and guidance in how to use these tools to improve instructional practices; • Has professional development that is sufficient to prepare him or her to use the instructional improvement systemto address students instructional needs effectively; and • Develops increasingly effective instructional and leadership practices that use data to improve student outcomes.

Why Home Base? • Improving teacher effectivenessby providing tools that promote efficiency by connecting grade books, lessons, instructional resources, and assessments • Ensuring daily parent access to student grades and assignments • Providing time saving toolsthat give ongoing data, results, and recommendations to teachers and students
