V o t i n g : • Before voting starts • show that translucent ballot box is empty • turn on and initialize PCOS • print Initialization “Zero” Report • To show that there is no entry/vote in machine’s memory • Voting starts at 7:00 am and ends at 6:00 pm • Precinct set up • At least 10 voters can cast ballot at only one time
Official ballots : • Pre-printed names of candidates • 300/600 candidates can be accommodated • 150/300 names per side of ballot • Precinct-specific • Ensure rejection of previously scanned ballot • Color- coded • Candidates are numbered

Paraan ng Pagboto (Voting Process) 1 Tiyakin na ang pangalan mo ay nasa listahan ng mga botante sa presinto kung saan ka boboto. Dalawang linggo bago ang halalan, tungkulin ng Board of Election Inspectors na ilagay ang listahan ng mga botante sa bawat presinto. Ilalagay sa website ng COMELEC ang mga pangalan ng botante. (be sure to check your name in the list of voters that will be printed in the precinct where you will vote. It is the responsibility of the Board of Election Inspectors to post the final list of voters in each precinct. List of voter’s will be posted in the COMELEC website.)
Paraan ng Pagboto (Voting Process) 2 Sa araw ng halalan, magpakilala sa Board of Election Inspectors (BEI) sa presinto kung saan kayo nakarehistro. Matapos mapatunayan ang inyong pagkakilanlan, bibigyan kayo ng balota na may mga pangalan na ng mga kandidato. (On the day of election, present your ID to the BEI in your assigned precinct. Upon verifying your identity, BEI will give you a ballot containing the list of candidates in various vacant elective positions.)

Paraan ng Pagboto (Voting Process) 4 Pagka tapos bumoto i-feed ang nasagutang balota sa Precinct Count Optical Scan (PCOS) Machine. Ang balota ay didiretso sa translusent ballot box. (After filling up the ballot, feed the form to the PCOS machine. The ballot will go straight to a translusent ballot box)

Counting : • At close of polls • Perform close function • To prevent additional ballots from being inserted • After close function, PCOS automatically • Starts counting process • Prints election returns after completion of automated count • Eight (8) copies
Counting : • Insert transmission cable • After printing first eight (8) copies of ER • To eliminate doubts that the PCOS can be manipulated remotely • Perform electronic transmission function • Print additional twenty-two (22) copies of ER • Automatically performed by PCOS after completion of transmission
Canvassing/Consolidation: • Electronically transmitted results • Used as basis for canvassing/consolidation and proclamation of winning candidates for • City/municipal officials • Provincial officials • Members, House of Representatives • Senators and Party-list • Congress will also receive electronically transmitted results • Constitution authorizes the Congress to promulgate rules for canvassing of results for President and Vice-President

Able to transmit but fails to consolidate • Use consolidation/canvassing system (CCS) of another municipality/province • Use the removable storage device and let functioning CCS consolidate the results • Provide back-up canvassing through the Central Server • Print results and send the same to affected board of canvassers • Print results and constitute special board of canvassers to take the place of the affected board Continuity Plan 38
