  3. PUBLIC ORDER POLICING TRAINING • INTRODUCTORY REMARKS • The post 1994 euphoria led to the erosion of crowd management as there were no unrests anymore. The country started hosting global events like the World Summit on Sustainable Development, the World Cricket Cup, World Rugby Cup and the World Soccer World Cup which necessitated that members be trained in Crowd Management and the Country benchmarked in other Countries like France which hosted the last Soccer World Cup. • The emergence of service delivery protests, labour unrests, Western Cape incidents amongst others also necessitated focus Crowd Management Training and continued benchmarking. • A standard generic training was introduced to train all Basic Police Development trainees in Crowd Management First Responder with effect from November 2012. • The Organisation has also embarked on a refresher training in Crowd Management both at Divisional Level at ORS as well as Division HRD for a further structured refresher training which is mandatory.

CRIME SCENE EXPERT TRAINING (Cont) ♦ INTRODUCTORY REMARK The course is within the Forensic Science Service to support investigators with proving cases in court ♦ COURSE NAME LCRC Forensic Fingerprint Laboratory Course ♦ PURPOSE: To train learners to analyse and investigate exhibits for latent prints ♦ OVERVIEW / SUMMARY OF CURRICULUM: • AT THE END OF THIS COURSE THE LEARNER MUST BE ABLE TO:- • Read the flow charts properly and understand it. • Select the correct developing technique for the surface on witch the fingerprint must be developed. • Know how to mix the chemicals correctly for the successful development of the fingerprint on various surfaces • Know how to use the pre- mix chemicals correctly • Understand the safety requirements for the chemicals that they are using

TRAINING RELATED TO FAMILY VIOLENCE, CHILD PROTECTION, SEXUAL OFFENCES & CHILD JUSTICE ♦ INRODUCTORY REMARKS Crimes against women and children as well as the vulnerable is a priority hence an attempt to come up with mechanisms to address it. ♦ COURSE NAME: Training related to Family Violence, Child Protection, Sexual Offences & Child Justice ♦ PURPOSE: To equip investigators and first responders to deal with and successfully investigate these crimes ♦ RELEVANT ACTS: • Sexual Offences Act (32 of 2007) Implemented on 2007 -12-16 • Domestic Violence Act (116 of 1998) Implemented on 1999-12-16 • Children’s Act 2005 (Act 38 of 2005) Implemented on 2010-04-01 • Child Justice Act 2008 (Act No 75 of 2008) Implemented on 2010-04-01

TRAINING RELATED TO FAMILY VIOLENCE, CHILD PROTECTION, SEXUAL OFFENCES & CHILD JUSTICE(Cont) ♦ Awareness campaigns by SAPS Legal Services, SAPS Communication Services and Division HRD preceded the implementation of the acts. ♦ Foundational training in all these acts are also included in the Basic Training Learning Program since implementation of the acts. ♦ Preceding the implementation of the Child Justice Act, awareness workshops were presented by SAPS Legal Services to 13707 uniform members and investigators

DOMESTIC VIOLENCE TRAINING(Cont) • OVERVIEW / SUMMARY OF CURRICULUM: • To capacitate first responders and CSC members to effectively deal with complaints of domestic violence and effectively support the victims. • The interventions deals with the same content, but the Learning Programme is aimed at the CSC members where the workshop is aimed at all other uniform members. • POLICIES & LEGISLATION ADDRESSED: • Domestic Violence Act (116 of 1998) • Sexual Offences Act, (32 of 2007) • Criminal Procedure Act • National Instruction 7/1999

SEXUAL OFFENCES ACT TRAINING ♦ INTRODUCTORY REMARKS The amended Criminal law act with emphasis on sexual offences and related matters necessitated capacity building for police officials to be able to prevent and arrest offenders contravening this Act. ♦ COURSE NAME: 3455 Sexual Offences Course for Investigating Officers: ♦ PURPOSE: To equip learners who react to sexual offences complaints as first responders to have the knowledge and skills on how to handle the victims of sexual offences and how to administer the complaints

CHILD JUSTICE ACT TRAINING ♦ INTRODUCTORY REMARKS: The constitution makes provisions for the protection of the rights of a child, training is conducted to ensure compliance and also for public awareness. ♦ COURSE NAME: 3518 Child Justice Act & National Instruction Workshop (1 day) 3517 Vulnerable Children Workshop (2 days) 3519 Vulnerable Children Course (1 week) ♦ PURPOSE: To equip learners with the skills and knowledge about the new Child Care Act and how to deal with children who are victims of crime and who are arrested for committing crime.

CHILD JUSTICE ACT TRAINING (Cont) ♦ OVERVIEW / SUMMARY OF CURRICULUM: • These learning interventions are designed to enable the learners to know and understand the legal implications and responsibilities of the SAPS towards children within the Criminal Justice System. • The three interventions deals with the same content, but is tailored around specific target groups: • 1 Day : all uniform members • 2 day : CSC members and 1st responders • 1 week: Investigators and VE members ♦ POLICIES & LEGISLATION ADDRESSED: • National Instruction 2/2010 • Children’s Act 2005, (Act 38 of 2005) • Child Justice Act 2008, (Act No 75 of 2008)

FRAUD TRAINING ♦ INTRODUCTORY REMARKS White collar crimes erode the economy of the country and it is against this background that there is a need to capacitate police officials to deal effectively with this crime. ♦ COURSE NAME 1071 Basic Fraud Investigators Course: PURPOSE: To equip learners with skills and knowledge to effectively investigate fraud and corruption related cases.

CYBER CRIME TRAINING ♦ INTORDUCTORY REMARKS: The course is at an infancy stage as current global trends are observed necessitating its relevance ♦ COURSE NAME: 3358 Cyber Forensics First Responder Learning Programme ♦PURPOSE: It aims to equip forensic investigators and law enforcement officers with sufficient knowledge on conducting investigation on internet based or cyber based crime.
