Body of Knowledge • The Principals: • TTM must be Consistent throughout NZ • All activities that affect a carriageway must be carried out in accordance to a TMP (Permit) that has been approved by the RCA or other delegate • Safety of Road Users and Road Workers must be an integral part of the permit, from planning to completion • Clear & Positive guidance at all stages Planned to cause as little disruption, delay or inconvenience without compromising safety

  2. The Training Levels of TTM: STMS Level LV AADT less than 500vpd • Subset of LV roads LV/low risk AADT less than 250vpd Level 1AADT up to 10,000vpd

  3. The Training Levels of TTM: Level 3Motorways and expressways Level 2 AADT over 10,000vpd

  4. The Training Levels of Qualification: Level 1 Traffic Controller (Basic TC) Level 1 Site Traffic Management Supervisor (STMS) Level 2/3 Site Traffic Management Supervisor Non-Practicing (STMS–NP) Level 2/3 Site Traffic Management Supervisor Practicing (STMS–P)

  5. The most important Person! • STMS Must be Qualified appropriate to the level of road, • Have complete Responsibility for the Safe, Efficient and Compliant operation of all aspects of the Traffic Management Work Site (i.e. everything between the Road Works to the Works End, including the Traffic/Public Safety within the Work Area) • Responsible to undertake all Emergency Actions following any incident or accident • Have Authority to Postpone, Cancel or Modify any Traffic Management Operation or any Operation under their delegation that has an affect on Traffic! • Allow access or Order Off site any person for issue’s of non compliance or safety

  6. The Audit We Know Because We Checked! A8 – CoPTTM, makes specific allowance for Auditing of TTM Documentation a procedures found in Section E Audits can be undertaken by any person with any authority towards to works who is appropriately qualified to the level of TTM being undertaken An Audit checks the Standard of TTM installed against the legal & industry Standards setout within CoPTTM
