EN81-73: Behaviour of Lifts in the Event of Fire • Lifts should be connected to the Fire Alarm system with a dual signal. • In the event of an Fire Alarm the behaviour of the Lift: • Lift Returns to the Designated EXIT floor • Releases all passenger when Exit floor is reached • Lift will go out of use and closes doors to ensure fire integrity of the shaft enclosure • In the Lift Car the door open button and alarm button remain active. • The Landing Call Button on the Designated Exit floor will open the doors only to enable Fire Fighters to check for trapped passengers.

In case of a Fire Alarm on the Designated EXIT floor • The Lift will travel to an alternative Exit floor • Releases all passenger when the alternative Exit floor is reached • Lift will go out of use and closes doors to ensure fire integrity of the shaft enclosure • In the Lift Car, the door open button and alarm button remain active • The Landing Call Button on the Exit floor will open the doors only to enable Fire Fighters to check for trapped passengers.

Fire Safety In Healthcare Services Conference 23 May 2019 What is a Fire Fighters Lift A Lift which has protection, controls and signals which enable it to be used under the exclusive control of the firefighters are used to bring the firefighters and their equipment to the required floors. When is a Fire Fighters Lift required Technical Guidance Document B – Fire – Article 5.3.2 Buildings with a floor at more than 20 m above ground level or with a basement at more than 10 m below ground level, should be provided with firefighting shafts containing firefighting lifts.

EN81-73 - Behaviour of Lifts in the Event of Fire • After releasing the passengers: • Lift parks with doors open and will be out of service if the designated landing is the Fire Personnel access landing, or; • Lift travels further to designated Fire Personnel access landing and parks with doors open and will be out of service.

Fire Safety In Healthcare Services Conference 23 May 2019 Behaviour of a Fire Fighters Lift (Continued) • Phase 2 • Fire Fighters can activate the Lift in Fire Fighters Mode by means of dedicated fire fighters switch on the fire fighters access landing. • The lift will only operate on car buttons and all landing call buttons are disabled. • Door opening will only be activated by constant pressure on the door open button in the car. When the door open button is released the doors will close automatically, except when the door has reached its fully open position.

Fire Safety In Healthcare Services Conference 23 May 2019 What is an Evacuation Lift A Lift which has protection, controls and signals which enable it to be used under the exclusive control of management to evacuate people in case of fire. When is a Evacuation Lift required TDG Part B - 1.4.9.1 Evacuation lifts In some circumstances a lift may be needed as part of a management plan for evacuating people with disabilities. In such cases the lift installation needs to be appropriately sited and protected, and needs to contain a number of safety features that are intended to ensure that the lift may remain usable for evacuation purposes during the fire. Guidance on the necessary measures is given in BS 5588: Part 8 and HTM 05-03 part E.

Fire Safety In Healthcare Services Conference 23 May 2019 Development of a Fire and/or Evacuation Plan incorporating Lifts • Consideration should be given to when lifts are incorporated in the Fire/Evacuation plan (this list is not exhaustive) : • Compartmentalisation • Refuge Space and Holding areas • No. of Lifts required • Size of Lifts required • Management of the Lifts during an evacuation

Fire Safety In Healthcare Services Conference 23 May 2019 Development of a Fire and/or Evacuation Plan incorporating Lifts • Compartmentalisation & Refuge Space and Holding areas • European research has shown that the probability of survival of disabled people depends on the smoke protection and fire protection of the Refuge Spaces and Holding areas in Lift Lobbies.

Fire Safety In Healthcare Services Conference 23 May 2019 Management of Evacuation when using Lifts • Fire Fighters Lifts can also be used as Evacuation Lifts, but this needs to be coordinated and agreed with the Fire Rescue Services. • During Evacuation, Lifts only operate on car control buttons and therefore cannot be called on the landing. • Dedicated persons need to be appointed to operate the lift and is under managed control. • The principal of evacuation with lifts is: • Firstly the floor where the fire originates is evacuated • On completion of evacuation of fire level, the level above the fire level is evacuated. • Then the level below where the fire originated . • Then 2 levels above the fire level • Then 2 levels below fire level • And so on. • The above depends on the circumstances, bearing in mind that smoke and fire mainly travel upwards. • It is a management decision based on the circumstances which floor have priority in case of evacuation.

(Safety Gear) • This prevents the lift falling if the ropes fail.

Fire Safety In Healthcare Services Conference 23 May 2019 No. of Lifts required for an Evacuation in a Health Care Building •  The number of lifts depend on the evacuation plan, method and the type of patients or persons that are depending on lifts. • Approach Consideration Examples: • Evacuation of an ICU ward can need a different approach than a day-clinic, or: • Evacuation of a Nursing home with less able people can have the requirement for a full evacuation by means of Lifts only.
