  4. How? - various levels – policy makers 2 users- informal and formal- different modalities - secondments & attachments (SOPAC; between members (KSEC – TO+SI)) / workshops (in- country/subregional and regional) / in-field (GIS/RS) / CESMG / needs driven

  5. CB & TT Challenges- Instruments - policies (all levels PP->NSDS) and legislation - Institutions – staff, coordination, influence, resources - Implementation – hard (tech) & soft (policy/regs/enforcement)
